Position Description

Construction Materials Quality Assurance Specialist I

Conducts quality assurance inspections on federal and non-federal funded highway construction projects for compliance with Federal Highway Administration (FHWA) prescribed policies, procedures, and guidelines, and applicable state requirements. Employees at this level perform work independently on assignments however all unusual issues are referred to the supervisor.

Construction Materials Quality Assurance Specialist II

Conducts and/or leads quality assurance inspections on federal and non-federal funded highway construction projects for compliance with Federal Highway Administration (FHWA) prescribed policies, procedures, and guidelines, and applicable state requirements. Serve as a lead worker. Employees at this level perform work independently on assignments however all unusual issues are referred to the supervisor.

Essential Duties:

Construction Materials Quality Assurance Specialist I

  • Conducts construction and materials quality assurance inspections and documents observations.
  • Conducts construction and materials quality testing and documents observations.
  • Conducts follow-up inspections and testing to ensure corrective actions have been implemented
  • Issues inspection and testing compliance reports
  • Performs other job responsibilities as assigned

Construction Materials Quality Assurance Specialist II

all of the above and:

  • Serve as a lead worker and the related tasks
  • Coordinates and/or conducts construction and materials quality assurance inspections and documents observations
  • Coordinates and/or conducts construction and materials quality testing and documents observations
  • Establishes quality control criteria.
  • Evaluates responses to quality assurance inspections and testing observations to confirm that corrective actions address
  • non-compliance factors.
  • Provides technical guidance and training to less tenured staff on existing processes and new program initiatives.

Minimum Qualifications:

Education: Bachelor's Degree in construction, engineering, industrial technology, or a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Construction Materials Quality Assurance Specialist I: 2 years in conducting construction and materials quality assurance inspections, or related experience.

Construction Materials Quality Assurance Specialist II: 3 years in conducting construction and materials quality assurance inspections, or related experience.

Experience can be satisfied by fulltime or prorated part-time equivalent. 

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Construction Materials Quality Assurance Specialist I

  • Calibration and verification techniques of measurement standards
  • Materials used in highway/bridge construction and maintenance
  • Federal laws regulating construction and inspection
  • Auditing, quality assurance, and testing practices and methodologies
  • Engineering and data analysis techniques
  • Organizing and analyzing complex data
  • Using a computer and applicable software
  • Using Microsoft Office including Word, Excel, Outlook, PowerPoint and SharePoint
  • Using applicable electronic test equipment
  • Conduct inspections

Construction Materials Quality Assurance Specialist II

all of the above and:

  • Design, testing and quality control of materials used in the construction and maintenance of highways and related structures
  • Quality assurance and control processes and procedures
  • Leading, assigning, reviewing, and monitoring the work of others
  • Training in a classroom, office, or field environment

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Standing-prolonged periods of time
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
