About The Position

This position is located in the Department’s Children, Youth and Family Services division. The Infants and Toddlers Program is the local system of early intervention services for children birth through thirty-four and a half months of age and their families. When an infant or toddler is suspected of having a developmental delay, a referral is made to the program. Children are eligible if they meet the following criteria: demonstrate a 25% delay in one of the developmental areas, have atypical development or have a high probability condition that would likely result in developmental delays. The program includes a developmental assessment; a review of family concerns, priorities and resources; meetings with the family to develop an individualized family service plan; service coordination to ensure that the individual and his or her family receive needed services which may include but are not limited to physical therapy, occupational therapy, audiology, health/medical services, nursing services, nutrition services, psychological services including specialized play groups or therapy sessions, counseling, speech and language assistance, special instructional services, transportation, and parenting skills development; and ongoing evaluation of the child's progress and his or her changing enrichment needs.

Duties And Responsibilities

This individual will report to the Program Manager II overseeing the Infants and Toddlers Program.

The Program Specialist I Will

  • Support the Family Support Network Coordinator in planning and implementing all family support activities, including parent-child playgroups, parent/caregiver trainings (both online and in-person), conducting outreach activities;
  • Participate in state and local level meetings
  • Perform administrative duties including answering telephone calls, conducting parent/community intakes both online and on the phone, making telephone calls, placing supply and equipment orders, and planning and sending out annual MSDE parent surveys.

Bilingual applicants in the Spanish/English, Amharic/English, or Chinese/English languages are encouraged to apply. If the candidate selected for this position possesses multilingual skills, he/she will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.

Minimum Qualifications

Experience: One (1) year of professional experience in providing parent education to families with young children or community outreach and engagement to families with young children.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Excellence with executing age-appropriate activities for children aged birth to 3 years.
  • Proficiency with Microsoft Office, social media sites and tools and website management.
  • Experience with conducting program outreach.
  • Experience working with children from birth to 3 year of age and their families.
  • English/Spanish, English/Amharic, or English/Chinese multilingual skills.
