Project Description

The Safety and Quality Investment in Livestock (SQIL) project is a $19.2 million, eight-year demand-driven project funded by the United States Department of Agriculture (USDA) that will improve food safety and quality along Georgia’s dairy and beef value chains. From farm-to-fork, SQIL aims to reduce losses, improve food safety and quality, boost competitiveness, productivity and trade within the Georgian dairy and beef market systems. The project achieves these goals through an integrated approach of expanding market access, improving sanitary standards, strengthening postharvest handling and storage, increasing productivity, improving access to finance, and promoting regulatory reforms.

Position Summary and Primary Responsibilities

The Senior Grants Specialist is responsible for overseeing the administration of SQIL's grant portfolio which catalyzes investment through in-kind grants and fixed amount awards to increase the competitiveness of Georgia’s dairy and beef market systems. The Senior Grants Specialist will work closely with SQIL’s technical team members to design grant solicitations, execute grant agreements, monitor progress, complete procurements, and close grant awards in compliance with Land O’Lakes Venture37 policies and USDA standards.

Reporting & Supervision

The position will report to DCOP and will supervise the Grants Officer and the Grants Procurement Officer.

Primary responsibilities of the position include but are not limited to the following:

  • Provide administrative oversight of grants ensuring grantees’ compliance with award terms and conditions and for associated procurements. Ensure all grant and associated procurement documentation is appropriately filed and maintained on Land O’Lakes Venture37’s Sharepoint.
  • Work with applicants to revise/edit grant proposals and review grant budget costs for allowability, allocability, reasonableness, and consistency.
  • In coordination with SQIL team members, prepare monthly forecasts for grant payments.
  • Maintain grant tracker ensuring grantee implementation is on track. Lead meetings to review implementation status team members and prepare actionable options and solutions to help troubleshoot issues.
  • Oversee the project asset list and deposition of equipment to grantees following the successful grant closeout.
  • Support the Monitoring Evaluation and Learning (MEL) team in gathering grantee impact data and drafting grantee success stories.
  • Other duties as requested.

Required Skills and Qualifications:

  • Bachelor’s degree in Business Administration, Accounting, Commerce, Organizational Management, Communications or related field;
  • Four (4) years of experience administering grants for a donor funded project;
  • Demonstrated understanding of development program compliance, finance or
  • accounting functions;
  • Fluency in Georgian and English with excellent writing skills;
  • Excellent English writing skills and organizational management;
  • Detailed oriented with the ability to handle multiple workstreams at once;
  • Computer literacy and competency in use of Microsoft Office suite;
  • Strong analytical skills, including the ability to compile and interpret project data as needed;
  • Strong inter-personal skills, self-motivated and team oriented. Good communication skills, and demonstrated experience working with multidisciplinary and multicultural teams;
  • Willingness to travel to the various areas within Georgia as required by the project.

Preferred Skills and Qualifications:

  • Five years of experience administering grants for a donor funded project, of which at least three have been for a USG funded project;
  • Demonstrated experience administering in-kind or fixed amount award grants;
  • Demonstrated knowledge of USG grant and procurement regulations;
  • Experience working on an agriculture development activity;
  • Prior experience administering grants in the agriculture sector.
