  • Supervise Boston Office Signal Engineering and other signal support staff. 
  • Manage Rail Transportation projects involving new and existing signal systems for Rapid Transit, Commuter and Freight rail.
  • Participate in preparation of market assessments, strategic plans for discipline growth, assisting in key hires, preparing of scopes of work and conducting quality control reviews.
  • Take a lead role in business development for new Signal work including proposal preparation and participation in client interviews when required. 
  • Establish and perform all levels of client contact, both internal and external and maintains those relationships with clients. 
  • Maintain responsibility for commercial or public sector projects, including technical, contractual, budget and schedule activities on medium to large projects and the development of client interfaces to promote continuing relations. 
  • Fill a role of Senior Project Manager when required and provide overall project management and contract performance across multiple disciplines. 
  • Plan, direct, and coordinate activities of projects to ensure the goals or objectives of these projects are accomplished within prescribed time frame and funding parameters. 
  • Establish and maintain relationships with other Engineering and Architectural firms to partner on potential projects. 
  • Provide operational supervision and technical guidance to staff Signal Project Manager(s) and other project or marketing personnel as required. 
  • Maintain contact with senior client management, office management and managers of applicable departments within Jacobs engaged rail transportation projects. 
  • Regularly monitor the progress of projects or tasks through project management reviews. 
  • Work with marketing in preparation of contract proposals. 
  • Direct and supervises the activities of assigned Signal personnel and provides for and enforces proper delegation of management authority, responsibility, and accountability. 
  • Plan, direct, and coordinate activities of projects to ensure that goals or objectives of these projects are accomplished within the prescribed time frame and funding parameters. 
  • Establish work plan and multi-disciplinary staffing for each phase of a project and arranges for recruitment or assignment of project personnel. 
  • Direct and coordinate activities of staff Signal Project Engineers, Junior Engineers, and signal Technicians/Specialists to ensure projects progresses on schedule and within prescribed budget. 
  • Initiate and review price proposals. Participate in interviews and presentations as necessary. 
  • Maintain positive relationships with current and past clients as assigned. Informs Operations Manager or Sales Manager of potential opportunities to market Jacobs’s services. 
  • Serve as a representative of Jacobs at meetings, presentations, and public hearings/ reviews relative to assigned projects. 
  • Develop reviews and obtains confirmation of financial and project delivery schedule activities of design and construction as they relate to all disciplines involved. 
  • Assure that the project team complies with the contract agreement and exercises cost control to implement the approved design within established budget restraints. 

Specific Duties as Signal Engineering Group Lead:

  • Oversees signal design and specification development activities performed by staff along with implementation of vital and non-vital signal systems for Rapid Transit, Commuter and Freight rail systems. 
  • Coordinate project priorities, staffing forecast and all other assignments to ensure milestones are accomplished in accordance with the Contract Documents.
  • Perform check of signal design, specifications and cost estimates produced by staff to verify that signal system design conforms to requirements of the Contract and follows the latest standards and design criteria for that project.
  • Support implementation and testing of signal designs if required by project Contract Documents
  • Work collaboratively with the National Group of Signal Engineers, Senior Systems Staff, and other disciplines within Jacobs to share work or provide resources elsewhere if needed. 
  • Identify causes for changes to design or other revisions to project scope of work to determine whether such changes are billable to the client or additional funding is needed.

Here's What You'll Need:

  • Bachelor of Science in Electrical Engineering, Computer Science, or related computer field is preferred. 
  • In lieu of these degrees, candidate should have a minimum of 20 years’ experience in the field of Signal Design, Maintenance and Construction. 
  • Candidate must have a good understanding of overall signal system logic used in development of various system types to include Block Signal Systems, Automatic Train Control (ATC), Centralized Traffic Control (CTC), Positive Train Control (PTC) , Communications Based Train Control (CBTC), Dispatching Office Control Systems and PTC Back Office Systems. Knowledge of signal systems designed for Electrified Railroads using Overhead Catenary systems or Third Rail Systems. 
  • Candidate should have an understanding or hands on experience with the design and maintenance of various types of signal appliances to include Automatic Highway/rail Grade Crossing Warning Systems, Interlockings, Vital and Non-vital Microprocessors, Power Switch Machines, Derails, Control Points, Cut Sections, Wayside Signals, Electric Switch Lock Mechanisms, grounding requirements, Hot Box detectors, High Wide detectors and other various defect detectors.
  • Candidate should be familiar with the standards, regulations, and guidelines shown below: 

o American Railway Engineering and Maintenance of Way Association (AREMA) Communications & Signals Manual.

o Code of Federal Regulations 49CFR Parts, 234, 236 and others related to signal systems.

o Highway Rail Grade Crossing Handbook 

o Manual of Uniform Traffic Control Devices (MUTCD)

o Northeast Operating Rules Advisory Committee (NORAC) 

o General Code of Operating Rules (GCOR) 

o Massachusetts Electric Code (MEC)

o National Electric Safety Code (NESC) 

o Construction Specifications Institute (CSI) Standards Format
