Purpose of the Post:

The position is to participate in providing support into the Public Health programme in the Asia Pacific Observatory, located within the Division of Health Systems and Services in Western Pacific Regional Office of WHO. The incumbent will be providing technical support and input to counterparts in- and outside of WHO and support the implementation of policies that promote health and preventive measures, investigation, surveillance, preparedness and control of various public health initiatives and activities. The position participates in analysis and implementation public health activities.

Overview of the Programme:

Division of Health Systems and Services supports WHO Western Pacific Region Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.

APO is a WHO programme that functions as a collaborative partnership of interested governments, international agencies, research community and foundations. It functions within the WHO Western Pacific Regional Offices' Division of Health Systems and Services, but has a mandate that covers Member States in both WHO South East Asia and Western Pacific regions.

The APO's objective is to be a knowledge broker between researchers and policy makers by producing high quality evidence to inform health policymakers and build on the culture of evidence informed decision making within the Asia Pacific region. This includes increasing capacity for high quality health system focused research at country level and engaging with policy makers to increase their capacity and knowledge of evidence generated in Asia for their use.

Organization Context:

The incumbent will directly report under the guidance of Director APO. The incumbent works as a team member with other specialists at Headquarters, Region, and Country Offices and will support team members in the analysis and implementation of Public Health activities and initiatives which may include exchanging information with counterparts, in multiple stakeholders, United Nations agencies, Donors and academic institutions support for the implementation of public health initiatives.

Under the overall guidance of the Director, APO, the incumbent will participate in developing, reviewing and communicating APO products on health system and policies by collaborating with internal and external partners. The incumbent will also provide operational and administrative support to monitor the implementation of APO activities as required and report to the APO Board.

Summary of Assigned Duties:

Generic Duties 

1. Analyse and do research on the public health topics to contribute to the development of public health programmes and activities.

2. Participate in the drafting of public health guidelines and propose input on a plan of action for existing public health policies and health systems.

3. Assist in the monitoring of work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.

4. Analyze information on best practices in Public Health and health systems and report finding to Responsible Officer.

5. Participates in capacity building in the area of public health systems and the management and financing of the systems.

6. Contributes to the drafting of public health reports and acts as a focal point to Public Health topics in the area of work.

7. Perform all other related duties as assigned.

Specific Duties

1. Participate in oversight of APO research work on production of health system in transition reviews, policy briefs and comparative country studies on a variety of health system topics. This includes both start-up activities that involve framing the issue and commissioning the work, as well as assisting in the monitoring of ongoing studies and quality control process.

2. Participate in research projects managed by the APO Secretariat, including secondary publications from other APO products.

3. Work with other colleagues in WHO WPRO and SEARO to develop and disseminate APO products, which will include developing relevant content across various electronic media platforms.

4. Assist in the APO management practices, including updating of various management documents.

5. Support APO Director in preparation and running of APO Board meetings.

Education:

Essential: A university degree in science or health field

Desirable: Masters level degree in public health, global health, health journalism or other related field

Experience:

Essential: At least 2 years experience in general public health area

Desirable: Working on Public health related research and publishing

Language: Expert level in English
