This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI)

Responsibilities

HJF Medical Research International, Inc. Tanzania (HJFMRI) is seeking to hire a Care and Treatment Technical Advisor for the TPDF Program. This position will oversee the development and implementation of the TPDF Program adult and pediatric HIV care and treatment activities in line with the Tanzania Ministry of Health (MoH) guidelines, HJFMRI policies, SOPs and USG rules and regulations. The incumbent will provide technical advice and support to the TPDF Program team on the scale-up of quality HIV/AIDS care and treatment, HIV testing services, TB/HIV, and nutrition services in all TPDF Program supported regions. The position is based in Dar es Salaam and reports to the TPDF Program Director. 

Responsibilities

  • Provide technical advice and support to the TPDF Program team in the development and implementation of TPDF Program HIV & AIDS care and treatment activities in line with the Tanzania MoH guidelines, HJFMRI policies, and SOPs and USG rules and regulations.
  • Mentor, coach and supervise the Care and Treatment Officers to ensure they have the requisite skills to meet efficiently and effectively all key defined TPDF Program care and treatment deliverables.
  • Take a lead role in developing the TPDF Program HIV care & treatment work plans, including allocation of targets and budgets as guided by the respective Country Operational Plan (COP).
  • Provide direct technical assistance to TPDF health facility staff on all issues related to HIV care and treatment services such as activity and budget planning, site development, training of staff in the clinical management of individuals with HIV/AIDS, clinical mentoring, patient flow analysis, improvement of adherence support systems, improvement of referral systems, etc.
  • Capacitate the TPDF Healthcare providers at all levels, in the areas of technical planning, management and monitoring and evaluation for antiretroviral therapy programs.
  • Provide linkage between HJFMRI and TPDF HQs to ensure successful realization of the TPDF Program care and treatment objectives.
  • Attend planning and technical meetings organized by USG and GoT.
  • Collaborate with other technical leads to provide technical support services such as laboratory, drug security, and drug forecasting and quantification.
  • Collaborate with the Monitoring and Evaluation Advisor to provide leadership in data collection, analysis, and dissemination of information about HIV/AIDS care and treatment program achievements and lessons learned and provide recommendations/solutions for improvements.
  • Advise on linkages and synergies between ART, PMTCT, STI, Reproductive Health and Family Planning and other public health programs.
  • Participate in appraisals of program operational efficiency and target setting.
  • Track re-programmed activities and advise appropriately and timely to meet PEPFAR requirements.
  • Document notes for HJFMRI, USG, MoH (TWGs) and TPDF meetings and share them with HJFMRI Technical team to ensure strategic and informed program decisions.
  • Liaise with the M&E Advisor to ensure C&T, HTS, TB/HIV and nutrition components are functional, including clarity of indicators, quality of M&E data collection tools, data quality and reporting.
  • Facilitate and coordinate Quality Improvement activities/initiatives with the CQI team for C&T, HTS, TB/HIV and nutrition performance improvement.
  • Ensure that TPDF Program supported clinical care activities at multiple delivery sites conform to PEPFAR priorities and the Tanzanian national guidelines.
  • Collaborate with other technical leads to develop annual, quarterly, and monthly plans and budgets for successful implementation of C&T, HTS, TB/HIV and nutrition services in the served TPDF facilities.
  • Ensure the C&T, HTS, TB/HIV and nutrition components are properly implemented, reported with stellar achievement of the set targets.
  • Take leadership and provide innovative approaches to ensure C&T, HTS, TB/HIV and nutrition services are routinely provided in all TPDF Program supported facilities.
  • Perform other tasks as may be assigned by supervisor that are necessary to achieve the objectives of this position. 

Qualifications

Work Environment 

  • This position will take place primarily in a office setting.

Required Knowledge, Skills and Abilities

  • Proficient in CTC analytics and data triangulation.
  • In depth understanding of the current national, PEPFAR, and WHO developments and best practices in HIV/AIDS care and treatment services.
  • Demonstrated ability to write technical documents and give state-of-the-art presentations.
  • Detail-oriented (attentive to details) and able to perform well in a high-pressure environment.
  • Ability to travel [up to 40% of the time] in TPDF Program supported regions in Tanzania mainland and Zanzibar.
  • Diplomatic, culturally sensitive, and enthusiastic for connecting with people of different backgrounds.
  • Analytical, problem solving and exceptional organizational skills.
  • Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
  • Demonstrate high integrity and strong values, including confidentiality in data management.
  • Ability to build and maintain sound relationships with multi stakeholders; competence to build and effectively manage interpersonal relationships at all levels.
  • Ability to multitask and work under minimum supervision.
  • Proficient in MS Office applications.
  • Ability to meet and communicate schedules and deadlines.
  • Demonstrate exceptional professional judgment.
  • Fluent in English and Kiswahili.

Education and Experience

  • Doctor of Medicine degree (MD) required. Master’s degree in internal medicine, public health or infectious diseases preferred.
  • A minimum of eight (8) years’ experience in implementing PEPFAR HIV programs in Africa required.
  • PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
