Programme Analyst, Planning, Gender Responsive Monitoring and Evaluation (Local post for Nationals of Cambodia) (Re-advertisement)

UN Women

Background

  • This is re-advertisement. The candidates who applied in the earlier round do not need to re-apply.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacities and accountabilities to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, WPS, Sendai Framework) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for Gender Equality and Women’s Empowerment (GEWE) commitments. The second area of focus is Ending Violence Against Women (EVAW) where CO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of VAW as well as ensuring that women who experience intersecting forms of discrimination and violence, including women migrant workers, access services and protections etc. Thirdly, we work to enhance gender responsiveness in climate change action, Humanitarian Action and Disaster Risk Reduction (HA/DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the CO’s programme.

A draft United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2029 for the UN Country Team (UNCT) in Cambodia has mainstreamed GEWE across the main four pillars of human development, transformative economy, inclusive environment, and social transformation. UN Women also has as one of its mandates, the advancement of UN system-wide Coordination to advance GEWE, including by leveraging with UN inter-agency mechanisms (United Nations Gender Theme Group (GTG), Prevention of Sexual Exploitation and Abuse-PSEA, Gender Based Violence-GBV Sub Working Group of the GTG, the Human Rights Taskforce, and the UNSDCF’s Result Groups). In this regard it is envisaged that when the draft UNSDCF 2024-2029 is approved, it will be key to ensure that efforts to advance the same align with the requirements of the UNCT System-wide Accountability Plan (UNCT SWAP) Gender Equality scorecard including the development of the Joint Work Plans, joint programming, monitoring and reporting efforts and also in the financial investments towards advancing GEWE. Building UNCT capacities in line with these expectations, and in also supporting the UNCT in promoting an organizational culture that advances GEWE, are other key areas in which UN Women is required to play a lead role.

Gender-responsive Results-Based Management (RBM) is one of the key strategies for impactful program implementation of UN Women at corporate, regional and country level. This has been reflecting in UN Women’s result management system which require an evident based report at multiple levels of result, including output, outcome, and impact. Documentation of good practices and lessons learnt of programme implementation is another significant element of UN Women’s result management system. This will contribute to learning, visibility and resource mobilization.
