The Team

The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse partners and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health (GH), Global Development (GD), Global Growth & Opportunity, U.S. and Gender Equality (GE) programs and foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.

The Europe, Middle East, and East Asia (EMEEA) team is the “ambassadorial network” of the foundation operating out of offices in London and Berlin. In addition to the two offices, the team’s country representatives are embedded in political capitals of major government donors within the team’s geographic footprint (e.g. London, Berlin, Brussels, Paris, Stockholm, Tokyo). EMEEA pursues twin goals in collaboration with other foundation teams:

1. Resource mobilization: by driving more and higher quality official development assistance for foundation priorities.

2. Policy change and agenda setting: by shaping political agendas and policies in donor countries and global fora.

EMEEA acts as the bridge between foundation teams and donor markets by offering deep insights on the geopolitical landscape, media and public attitudes, and the foundation’s advocacy priorities. EMEEA works alongside a vast network of grantees and partners (e.g. media, civil society organizations, think-tanks and academic institutions), to support the foundation’s overarching strategic goals. We have a growing role in engaging and partnering with development finance institutions (DFIs), multilateral development banks (MDBs) and bilateral aid agencies, to leverage finance to amplify the foundations impact, and have built an impressive track record over time. EMEEA’s mission is to enable the success of our program teams as they seek to help all people live healthy and productive lives by ensuring sustainable financing and influencing an aligned policy environment for global health and development. Given the dynamic political environment in which we operate, this requires us to actively engage in shaping global and national agendas to maintain strong political will for our issues.

The Partnerships team, within EMEEA works to identify, develop and improve long-term relationships with key donor aid agencies and International Finance Institutions (IFIs), while also aiming at securing more/better aid towards the foundation’s priority areas. The Partnerships team works with partners, including the private sector spending time, utilising foundation knowledge/expertise, and co-investing - to deliver high impact projects, attract additional funds for key priorities.

This role will closely collaborate with the Program Advocacy and Communications (PAC) Global Health Innovations (GHI) team to achieve policy and finance goals. The PAC GHI team supports efforts to accelerate development of, access to, and uptake of innovations with the highest potential global health impact through R&D policies and funding, sustained by innovation systems that respond to the needs of low and low-middle income countries (LMICs).

This Partnerships effort requires close partnership with the foundation’s regional and functional teams, including the Africa team, Global Delivery, Gender Equality Division, Global Health in addition to other GPA teams (including Development Policy and Finance (DPAF), and PAC).

Your Role

You will be joining the EMEEA Team at an exciting time to shape and deliver an ambitious impact agenda for the foundation’s partnership’s programs across the region. As Senior Program Officer for Partnerships, focusing on GH R&D LTE, you will build and develop partnerships with select donors, IFIs, industry, and philanthropic partners across our EMEEA markets; in order to support the foundations objectives, with a focus on GH R&D.

This full-time position reports to the Head of Partnerships, EMEEA, and will focus on securing co-funding for key priorities through partnerships, in collaboration with the PAC GH Innovations strategy team, and others in GPA.

The role will engage extensively with PAC and the internal Program Strategy Teams (especially in GH), to identify priority needs for partnerships and co-funding, and work with them to develop and structure opportunities, then lead collaborative deal teams to deliver.

This is a limited-term position (LTE) for 24 months, based in London.

What You'll Do

  • Deliver on an ambitious partnership agenda in key donor markets (e.g. European Commission, Germany, UK, Japan, Nordics) to support Program Strategy Teams objectives, with a focus on delivering co-funding for GH R&D. This includes leading deal teams from business origination to execution: a) Manage relationships and engage with key partners in these key markets to forge critical co-funding partnerships e.g., with Human Development Accelerator with EC and European Investment Bank, HERA EC, German agencies (e.g. GIZ, BMZ and BMBF), GHIT Japan, Nova Nordisk Foundation, CIFF, British International Investment (BII) and AFD. b) Define key transaction terms that are both realistic and ambitious. c) Negotiate and find consensus with external counterparts on transaction structures. d) Support and propose materials for internal approval by the IFI committee and leadership. e) Track and support programmatic delivery and MOE of portfolio of deals.
  • Engage internal program strategy teams and leadership, to understand co-funding needs, priorities, and advise on opportunities to use non-grant finance for impact. Lead and facilitate collaborative deal teams to drive deal delivery with partners.
  • Develop deep understanding of the GH R&D ecosystem in donor markets and support the GH Innovation PAC team in efforts to improve the GH R&D funding, policy and regulatory environment in EMEEA countries.
  • Mobilize specific co-funding resources with key donor and other partners to improve efficiency and quality of the GH R&D regulatory environment.
  • Support Head of Partnerships and EMEEA leadership in evolving the bilateral partnerships strategy, delivering priority projects and achieving objectives across the bilateral partnerships portfolio.
  • Prepare and write briefs for foundation leadership and wider circulation, synthesizing complex topics and making clear recommendations.
  • Support EMEEA team on specific projects, meetings or tasks as required by the Head of Partnerships.

Your Experience

  • Undergraduate degree (Masters or PhD preferred) in business, finance, science, health, government relations, or related field.
  • Extensive experience working with key players, including governments, IFIs and private sector, in EMEEA markets.
  • Experience with development finance, leveraging blended or non-grant financial instruments for development impact, and/or managing investment portfolio preferred.
  • Experience in Global Health or life sciences product development/R&D; and experience working in international development with LMICs preferred.
  • Strong project management experience with excellent planning, execution, and analytical skills; with ability to independently develop a structure and strategy to address complex problems.
  • Experience in project and transaction execution involving multiple partners from the public and private sectors.
  • Experience in developing and managing strong partnerships and relationships with senior decision makers, managing conflicts, and building consensus.
  • Demonstrate critical and creative thinking, excellent writing, framing and structuring, business/data analytics and public presentation skills – across technical topics.
  • Proven ability to successfully drive to action across large institutions, range of seniority levels and in different cultural contexts.

  • Ability to travel up to 25-40% internationally.
