Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Corporate Services Division is the guardian of UNEP's corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. It oversees UNEP's efficient and effective management, in line with UNEP's accountability requirements, rules, regulations and UN core values. This post is located at the Corporate Services Division in the Programme Advisory Services Unit at the Nairobi duty station. Programme Advisory Services supports the operational and administrative implementation of the UNEP Medium Term Strategy (MTS) and Programme of Work. The unit’s focus is on the strategic and operational support to project design and implementation through the supply chain and partnerships teams and will continue to enable strengthened project monitoring through its Business Intelligence initiatives. The unit leads on key corporate projects and policies including the UNEP Partnerships Policy, and the Action Plan for future proofing UNEP’s project delivery. The unit also provides guidance to UNEP on innovative initiatives including sustainable procurement, circular procurement and considerations on human trafficking and forced labour in supply chains. Under the supervision of the Head of Programme Advisory Section, the Programme Management Assistant will be responsible for the following duties:

Responsibilities

  • Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/projects, corporate policies and related topics. Conducts basic research and provides preliminary due diligence support on partnerships, using various sources (e.g. computer-assisted searches using the internet, intranet or other databases); verifies facts, identifies citations, precedents, issues to be addressed, and lists considerations for the Partnerships Committee. • Assists in the coordination of corporate project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval. • Assists in the monitoring and evaluation of corporate projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures. • Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the workplan and various planning instruments such as the medium-term strategy and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted. • Serves as focal point for coordination, monitoring and expedition of corporate project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services. • Prepares, maintains and updates files (electronic and paper) and internal databases including supporting the programme team in the UMOJA Implementing Partner module, the UNEP Partnership Portal and the UN Partner Portal; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. • Assists in the maintenance of a body of reference files, both paper and electronic, to ensure rapid retrieval of critical information; conducts reference searches upon request; reviews material and determines appropriate file classification category; identifies material for inclusion in files; coordinates with Archives on retirement, storage and retrieval of files; participates in initiatives to enhance existing systems for records management and retrieval, including development of proposals for consideration. • Services various committees including the Partnership Committee, and related meetings, including assisting in the preparation of pre-, in- and post-session documents, preparation of due diligence and Partnership Committee meeting minutes, notes for the Chairperson(s); establishes log and assigns document identification symbols; coordinates with relevant units; prepares and updates programme of work, delegation and documents lists; tracks status of meetings and monitors follow-up actions. • Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. • Provides guidance and training to new/junior staff. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as assigned.

Education

Completion of high school diploma or equivalent is required.

Job - Specific Qualification

Supplementary training in project management is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in administration, budget and finance, programme/project management, accounts or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates with a first-level university degree or higher. Experience using Microsoft Office/Office 365 (Outlook, SharePoint, PowerPoint, Excel) and SAP based Enterprise Resource Planning (ERP) systems such as Umoja or equivalent is required. Experience in drafting corporate guidance notes or manuals is desirable. Experience in servicing Committees and preparing pre-, in- and post- session documentation is desirable. Work experience of one (1) year or more in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
