Position Summary:

Bechtel is seeking a Quality Assurance Lead for the Manufacturing and Technology team, based in New Delhi. The Quality Lead shall lead and mentor quality team members and monitor the project quality activities to ensure compliance with the approved standards, specifications and schedules through the implementation of a project audit and surveillance plan agreed with project stakeholders.

The Quality Lead will identify and advise on Quality Conditions and opportunities for improvements within the Bechtel India scope of work. The Quality Lead is responsible for developing and implementing the Project Audit Plan and for reviewing compliance with the Project Quality Management System (QMS). The Quality Lead will work to implement the CLCA (Close Loop Corrective Action), People based Quality and Lesson learned program in coordination with the CAP & CI Manager.

Responsibilities:

1. Responsible for verifying the Quality Management System (QMS) is implemented by conducting audits and surveillances on the project activities being manage at New Delhi office.

2. Directs quality audits and surveillances on the project, communicating with functions and services to ensure management goals and objectives are met.

3. Identify potential performance risks associated with quality during project planning including development and implementation of mitigation plans.

4. Work collaboratively with Engineering, procurement, and Supplier Quality team on the Project to validate material and equipment meets design requirements, safety and performance parameters are compliant to requirements.

5. Energize the Quality Culture within the project. Lead the project in establishing and continually improving quality culture. 

6. Coordinates the preparation of and establishes the Audit and Surveillance quality program/plan within the project.

7. Reviews and approves quality related procedures prepared on the project to ensure compliance with the project quality program/plan.

8. Manages complex organizational interactions with project functions, services, and client.

9. Represents the project during quality assurance audits conducted by the client, management, or regulatory agencies.

10. Identifies quality problems, initiates documented action and verifies implementation of solutions.

11. Reviews/approves Material/Service requisitions and verify all the requirements are captured appropriately.

12. Perform supplier pre-qualification, review quality submittals and coordinate with Engineering/ procurement team.

13. Assist in preparation and development of reports on the effectiveness of the quality program/plan implementation.

14. Collect data for Quality metrics established on the project and support in developing Quality dashboard.

15. Supervises and participates in the project auditing and monitoring program to verify the effectiveness of the project quality program/plan.

16. Ensures Team members are adequately trained, certified and assigns work to and directs the activities of assigned quality personnel.

17. Reviews project schedules for quality related activities to ensure timely and effective implementation of the project quality plan requirements.

18. In coordination with the OSM Quality Manager performs and leads supplier/subcontractor qualification surveys, reviews requests for proposals, evaluates bid documents, reviews supplier/subcontractor quality programs, and performs source inspections, surveillances, and quality audits.

Qualifications and Skills:

Basic Qualifications:

Bachelor’s degree in an Engineering, Science, or technical discipline from an accredited college or university and a minimum of 15 years industry experience with demonstrated leadership component and/or quality assurance program management experience in the construction or closely related industry preferably worked in establishing semiconductor facility.

Minimum Qualifications: 

  • Extensive knowledge of Quality Assurance requirements, and their application to construction, engineering, acquisition services, supplier quality, materials management, and regulatory requirements.
  • Demonstrated proficiency in implementation and management of quality assurance programs.
  • Demonstrated knowledge of EPC industry application of quality assurance standards
  • Knowledge of advanced techniques for assessment, event investigation, cause analysis, human performance, and corrective action
  • Demonstrated leadership in management of change initiatives.
  • Proven record of senior level management credibility and accomplishment.
  • Demonstrated knowledge of design, procurement, construction, start-up, commissioning, and operation.
  • Demonstrated knowledge of current construction industry trends, innovations, and regulatory construct, for industry.
  • Successful track record of leading teams in complex environments.

Preferred Qualifications:

  • Integrated Lead Auditor certification from an accredited body.
  • Previous experience in development and maintenance of quality assurance programs related to the construction of industrial facilities preferably establishing semiconductor facility.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.
