ORGANIZATIONAL CONTEXT

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions. 

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned Programme Policy Officer will be responsible for the following duties: - 

  1. Responsible for the interaction and coordination with all entities involved in refugee assistance, notably Presidency for Migration Management, UNHCR, IOM, TRC, ASAM and other local actors and authorities. 
  2. Coordinate the timely delivery of food assistance programmes as per the most appropriate transfer modality (in-kind, cash or vouchers) adopting corporate tools such as MIC and COMET. 
  3. Closely monitor expenditure forecasts to ensure that budget limitations are adhered to in programme design and implementation. 
  4. Integrate cross cutting considerations into activity design and implementation, including inclusivity, gender, community engagement and accountability to affected populations. 
  5. Prepare monthly reports and partner analysis (e.g., food assistance needs, resource utilization, programme status, performance) highlighting trends/issues to enable informed decision making and ensuring deliverables adhere to corporate standards and quality control 
  6. Lead the operational design and implementation of self-reliance activities in the camps. Improve the quality of ongoing activities and launch/scale-up new activities where possible to contribute to building resilience in the camps. 
  7. Manage WFP’s engagement with key NGO partners; review proposals and provide technical feedback to improve the deliverables under different thematic areas. Build capacities of local NGO partners. 
  8. Develop operational partnerships with key international and local stakeholders, including the Government, inter-agency sectors, other UN agencies and the private sector, to identify opportunities and strengthen self-reliance and resilience activities. 

STANDARD MINIMUM QUALIFICATIONS

Education: 

Advanced University degree in Social Sciences, International Development or other relevant fields, or First University degree with additional years of relevant work experience and/or training/courses. 

Experience: 

  • At least 1 year of postgraduate progressively responsible professional experience in humanitarian and/or development projects. 
  • Experience with leading a team and able to work with minimum supervision. Make sound judgments and manage effective self-reliance programmes. Understand inter-agency coordination mechanisms. 
  • Strong analytical skills (both qualitative and quantitative) and ability to communicate clearly both orally and in writing. 
  • Knowledge and Skills 
  • Strong analytical, writing, and communication skills. 
  • Sound knowledge and experience of general food assistance programmes, including through in-kind, e-voucher and cash-based transfer modalities, including hands-on engagement in designing and delivering programmes in the technical areas relevant to this role. 
  • Knowledge of UN system policies and functions pertaining to programme management of food assistance activities. 
  • Strong capacity in establishing and sustaining relationships with diverse stakeholders 

Language: 

Excellent written and oral communication skills in English and Turkish. Arabic would be an asset.
