The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with a sub-office in Kuala Lumpur, Malaysia.

Job Overview/Summary:

The RSC Asia Senior Finance Coordinator provides RSC Asia regional leadership and management necessary to ensure that the RSC operation has the appropriate financial infrastructure and systems in place to support the mission of the operation. S/he will contribute to the development of RSC Asia financial plans and be responsible for monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. The Senior Finance Coordinator is responsible for overseeing the financial planning, reporting and compliance management of RSC Asia. Emphasis will be placed on ensuring that financial management practices and systems are compliant with USG requirements but are also conducive to effective implementation of RSC operations. S/he will work closely with the RSC Asia finance staff in field, Deputy Director Finance (DDF)/Head of Finance of country programs and other RAI and CRRD finance staff supporting RSC implementation, as well as regional counterparts in Finance, AMU, GSC, HR, IT, and other functional departments. The position reports to the RSC Asia Director with a MIP relationship with Regional Finance Director Asia.

Key areas of accountability:

Strategic Planning & Financial Analysis

  • Provide financial information which supports the RSC Asia Director in making business decisions in line with IRC strategies and donor requirements.
  • Provide strategic analysis on the overall financial health of RSC Asia to the RSC Asia Director.
  • Contribute and provide feedback on annual operating budget, reforecast and grant budgets.

Budgeting

  • Coordinate the annual budgeting process for RSC Asia from grant opening to closure, provide support to RSC sub-offices in budgeting and ensure budget reviews by the regional finance and HQ.
  • Support budget holders with monthly BvA analysis, forecasting, and spending plans.
  • Keep informed of donor rules and regulations and provide updates to RSC Asia Director.
  • Ensure grants budgeting is compliant with 2 CFR 200, other donor requirements and RSC ASIA operating budget. 

Auditing

  • In collaboration with RFD and HQ finance, coordinate all RSC project audits, opening, facilitation, ensure timely response to auditor with proper evidence and exit meetings for audits conducted at RSC Asia offices. 
  • Perform the final financial review of the proposal document prior to approval and submission to the donor.
  • In collaboration with RSC Asia Director and RFD Asia ensure resolution of all monitoring/audit findings and recommendations are implement within the timely manager.
  • Coordinate all activities in preparation for internal and external monitoring and audits.

Controllership

Provide high quality financial management support to RSC ASIA to ensure:

  • RSC Asia field offices comply with USG requirements for RSC programs. 
  • Prepare and review consolidated internal financial reports and ensure that management at RSC Asia regional office and field offices are kept abreast of financial related issues of their operations.
  • Provide technical guidance and support as requested by the field offices or leadership team.
  • Serve as Integra/ERP Subject Matter Expert and support the roll-out of the system which will include training, Integra set-up e.g. chart of accounts, security role mapping, workflows, Items forecast, and technical support.

Regional Finance Support and Risk Mitigation

  • Conduct periodic support visits to field offices following an approved scope of work.
  • Develop and provide finance training to RSC Asia staff and CRRD operational team.
  • Monthly reviews of the financial health and risk identification shared with the RSC Asia Director for action.
  • Proactively identify potential risks and develop mitigation strategies in conjunction with the RSC Asia Director; Internal/External Audit closure and corrective action plan development and tracking.
  • Develop the cost eligible criteria in compliance with 2 CFR 200 (sub part E) and orient to program staff and operation for donor compliance management. 
  • Be the point of contact on the donor rules and regulations as related to finance and provide guidance to the regional and field offices.

Requirements:

  • Bachelor’s degree in accounting or finance; Master’s degree, CPA or CA a plus.
  • Min. six years progressive finance/accounting experience in the non-profit sector.
  • Previous work experience in a multi-cultural international environment abroad is highly desirable.
  • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting and Management.
  • Previous work experience with a major general ledger software package – experience with MS D365 preferred.
  • Proven knowledge of US Government regulations required- 2 CFR 200 and 2 CFR 600.
  • Excellent communication skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment.
  • Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands.
  • Strong Computer skills: facility with MS Word, Excel, various accounting software, and email/internet software.
  • Demonstrated ability to thrive in a matrix management environment.
  • Ability to present complex financial information in a succinct and compelling manner.
  • Experience of solving complex issues through analyses, definition of clear way forward and ensuring by-in.
  • The ability and willingness to travel to field offices and HQ.

Working Environment: 

The position is located at the RSC office in Bangkok. While primarily operating in a standard office work environment, the position does require international travel to countries where RSC works. A valid passport and the ability to acquire visas, as necessary, is a requirement.
