It helps firm and business unit management with strategic direction in employee recruiting, retention, development and compensation. HR generalists partner with individual business units to deliver services in data analysis, employee relations, compensation analysis and performance management. Other HR teams are product-focused, specialising in compensation, benefits, recruiting, reporting and learning and development services.

Morgan Stanley seeks a HR Business Travel and Tax Compliance Lead, Executive Director who will be responsible for implementing and managing the global initiative to enhance the Firm’s tax reporting and withholding for employees who travel on behalf of the Firm, with a focus on a seamless employee experience. Additionally the role will be responsible for overseeing and ensuring overall tax and operational compliance regarding all compensation and rewards programs, deferred compensation plans and benefits. The role will report into the Head of International Services and Tax and coordinate between payroll, benefits and our deferred compensation department. Focusing on appropriate tax withholdings, benefits deductions and 409A compliance, this role will serve as the main conduit for all new programs in addition to creating a review process for existing programs.

What will you be doing?

  • Program Governance: managing the overall implementation and design of a Global Business Travel Tax Program, collaborating with tax advisors and other key internal and external partners. Performs regular reviews of existing programs and plans to ensure full compliance with internal policies and local tax requirements
  • Oversight of New Offerings: serve as primary tax point of contact and provide oversight for all new mobility, compensation and benefit programs globally (including BU employee offerings) to ensure proper tax compliance with regard to program taxability, impact to employee withholdings and assurance of appropriate payroll deductions.
  • Policy and Procedure: create and maintain policies and procedures to ensure consistent tax and operational compliance; develop framework for compensation / benefits program life cycle to ensure proper review, challenge and oversight
  • Documentation: ensure all current and future offerings are properly documented regarding tax compliance, controls, roles and responsibilities, and business requirements
  • Compliance/Risk Management: Development, maintain and apply effective controls, determine appropriate segregation of duties, and reporting requirements to reduce exposure
  • Advisory Partner: act as centralized point of contact responsible for coordination between payroll, payroll tax operations, deferred compensation, benefits, mobility, corporate tax, legal, control functions and the business segments. Establish partnership with external tax advisors who can assist on creation of a sound governance/oversight process
  • Framework Development: develop streamlined workflows to ensure appropriate reviews and challenge of new and current plans among relevant parties to ensure proper compliance with policy and tax regulations
  • Operational Excellence: review existing relevant processes to ensure appropriate tax compliance, documented roles and responsibilities and streamlined execution

Qualifications

What we’re looking for:

  • Requires Bachelor's degree; JD or Master of Law degree a plus
  • 10+ years of directly related experience managing tax parameters and operations
  • Business operations support experience
  • Team development and leadership
  • Project management experience
  • Display organizational skills
