About the project

MSH seeks an HRH Analyst for a 5-year, $25 million, health systems strengthening (HSS) project in Rwanda. The purpose of this USAID-funded THRIVE Health System Strengthening Next (HSS Next) activity is to improve the resilience of the Rwandan health system and optimize resources to sustain quality services and equitable health outcomes for all Rwandans. The specific objectives of the HSS Next Activity include (1) Health financing optimized to enable equitable access to high quality health services without financial hardship; (2) Leadership, management, and governance (LMG) strengthened at all levels to improve quality and efficiency; and (3) Health workforce management strengthened to improve quality of health services. 

About your role

The Human Resources for Health (HRH) Analyst is accountable for project activity planning, design, implementation and deliverables related to human resources management and continuing professional development for healthcare workers in the Rwandan health system, including the strengthening of deployment, motivation, and retention schemes; performance appraisal and disciplinary processes; and continuing professional development and career development pathways. The HRH Analyst will work closely in collaboration with the HRH Team Lead, the Workforce Optimization Specialist, and Capacity Development Advisor, and in coordination with the teams from health finance and governance and leadership objectives.

How will YOU accomplish this?

As an HR analyst , you will be expected to :

  • Work with the HRH Team Lead to develop project HRH work plan, approaches, and activities to strengthen HR management and professional development among Rwanda’s health workforce.
  • Lead implementation of key HRH activities in understanding barriers to health workforce retention and motivation, including conducting a turnover assessment (considering workload, career path, and professional risk issues) and discrete choice experiments to assess retention and motivation schemes.
  • Collaborate with the MOH HR Department and HRH Secretariat to develop appropriate and feasible non-monetary motivation and retention schemes, including assessing work climate issues, designing recognition and rewards programs, and strengthening accreditation and performance-based financing linked to quality and performance. 
  • Support and implement capacity strengthening for people management and gender transformative supportive supervision within health facilities to improve work climate and increase professional development and growth opportunities.
  • Work with the MOH and other key stakeholders to improve HR Management within health facilities, ensuring appropriate professionalization of HR Officers, processing and documentation of healthcare worker licensing and continuing professional development.
  • In collaboration with the MOH, improve healthcare worker performance appraisal system and procedures, and work with the National Public Service Commission’s Disciplinary Committee to refine disciplinary policies, procedures, and documentation processes.
  • Work with the HRH Secretariat and professional councils to strengthen continuing professional development, including development of career development pathways and increasing learning opportunities, both clinical and non-clinical, for healthcare workers to grow in their careers as well as complete continuing education requirements for licensing. 
  • Collaborate with the HRH Secretariat to incorporate content relevant to emergency response in relevant CPD and eLearning curricula and to develop virtual learning courses on surge coverage and continuity of care.
  • Collaborate with the Workforce Optimization Specialist to ensure information and data from strengthening activities above are captured appropriately in ongoing HRH optimization activities and databases.
  • Participate in appropriate technical forums, working groups, and other meetings with host country government and other counterparts as needed.

What do you need to apply?

  • Bachelor’s degree in public health, human resources, health administration, or related field. Master’s degree preferred.
  • Relevant professional experience in designing, implementing, and/or evaluating HR programs in similar settings, including government systems and management institutions, health facilities at various levels, higher education institutions, and workforce development programs.
  • Proven ability to provide technical support and capacity strengthening on the design and implementation of health workforce activities related to HRH strategy development, career development, quality of care, HR leadership and management, and assessment/evaluation.
  • Proven ability to work within diverse, multi-level teams with project goals, objectives, and result areas.
  • Excellent written, oral, and interpersonal communication skills.
