Communication and Marketing Specialist-Recruiter - Non-Merit

Regular Schedule: 34 hours per week, plus County benefits. 

A Non-Merit vacancy exists in the Office of Budget and Finance, 911-Communicaitons Center.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under general supervision, the Communications and Marketing Specialist is responsible for recruitment and talent acquisition including developing recruitment strategies, test administration, and assisting with various aspects of the employment process. Establishes effective communication and engagement to promote outreach opportunities with other departments, outside agencies, and the public. The Specialist will work, coordinate and execute activities, events, messaging, campaigns, and communication strategies. 

Essential Job Duties

  • Creates, oversees, and participates in recruitment activities and events. 
  • Assists in other countywide departmental projects related to recruitment and talent acquisition.
  • Designs and produces communication and graphic assets across a variety of platforms such as social media, presentations, and web communications efforts.
  • Works with department teams to establish and execute communications strategy.
  • Stays current with local events and news to determine communications trends.
  • Develops and manages the Department's web content.
  • Utilizes social media tools to expand marketing and outreach.
  • Collects and promotes success stories from across the agency through social media, blogs, videos and advertisements.
  • Produces written content for internal reports and external public audiences.
  • Formulates digital targeting strategies to maximize recruitment and outreach efforts. 
  • Uses analytics to measure, reach and evaluate value of advertising efforts.
  • Utilizes expertise to support department teams and projects.
  • Performs other related duties as assigned.

Qualifications

Required Qualifications 

Graduation from an accredited college or university with an associate's degree.

plus 

two years' experience developing and implementing communications, recruitment, and marketing programs.

Additional experience may be substituted on a year for year basis for the required education.

Preferred Experience 

  • Two or more years as an experienced In-House or External Recruiter preferred.
  • Experience in communications/marketing, including developing message strategy.
  • Developing and implementing recruitment and marketing strategies.
  • Developing print and electronic media.
  • Experience utilizing social media for marketing, targeting, and advertising purposes.
  • Experience in project management.
  • Experience in video editing and production.
  • Experience designing and executing public and media events.

Knowledge, Skills and Abilities 

  • Knowledge of recruitment principles including sourcing, screening and retention strategies.
  • Knowledge of recruitment and talent acquisition County Codes and Regulations.
  • Ability to multitask and adjust to competing and shifting priorities.
  • Ability to establish and maintain effective working relationships with others. 
  • Ability to effectively produce communications through news features, newsletters, blogs, marketing brochures, web copy and other outreach materials.
  • Ability to communicate effectively and engage others during recruitment and community events.
  • Ability to develop and determine appropriate messages for specific audiences (job seekers, partners, residents, co-workers, etc.).
  • Experience and knowledge in copywriting, proofreading and editing.
  • Expertise incorporating graphic design into written materials.
  • Proficiency in web content development and management.
  • Ability to see a project through from concept to delivery with nominal direction while adhering to an approval process.
  • Ability to build interdepartmental and interagency partnerships.
  • Capacity to analyze statistical reports, economic and demographic data.
  • Outstanding organizational and time-management skills.

Character Requirements

All applicants must be of good moral character and emotionally stable as determined by a comprehensive background investigation and drug test.

Driver's license and reliable transportation required.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses and education to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions. 

Physical and Environmental Conditions

The work of this classification is essentially sedentary, but may involve occasional walking, lifting and carrying of equipment, and other limited physical activity as well as travel between work sites and job events using personal vehicle.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Flexible Spending Accounts

Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. 

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
