UNFPA helps the Government of Belarus, local authorities, civil society and networks to empower women and ensure their involvement into decision-making processes through development and implementation of gender-sensitive services tailored to the needs of vulnerable groups, promotion of involved fatherhood, prevention of gender-based violence against women. 

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

Job Purpose:

Working within a large and complex Country Office (CO) environment, the candidate will support the effective management of UNFPA programme component aiming to achieve the following:

Objective 1) Improved capacities and tools of institutions, civil society organisations and other key stakeholders to address gender inequalities and discriminatory stereotypes and roles; 

Objective 2) Increased knowledge and awareness of target populations on women's rights and gender-based discriminatory social norms; 

Objective 3) Improved public-private support measures to promote engaged fatherhood practices and family-friendly policies.

Through substantive analysis and assessment of political, social and economic trends, the candidate will contribute to programme formulation and evaluation, joint programming initiatives and national development frameworks.

Thematic Coordinator will monitor the progress and assess results achieved during implementation, guiding the appropriate application of all relevant rules, guidelines, processes and procedures.

Main duties and responsibilities:

  1. Programme implementation, monitoring, evaluation and reporting
  • Ensure timely and effective implementation of the programme’s Outputs related to: 
  • Support of existing and launch of newinitiatives on responsible fatherhood; 
  • Support men with obtaining relevant skills, provide guidance and tools for men to get involved in child caretaking and advocacy of gender transformative approaches related to equal sharing of domestic unpaid work; 
  • Advocacy for promotion of responsible fatherhood in public and private sectors;
  • Deliver results in accordance with the programme document, work plans, communication plan and result framework;
  • Provide inputs to programme reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Contribute to programme monitoring and evaluation, as well as audit activities;
  • Ensure efficient management of the budget component allocated for the programme implementation;
  • Arrange and monitor implementation of the field level activities of the project;
  • Ensure adjustment of the programme activites if needed. 

2. Contribution to Inter-Agency coordination and partnerships building 

  • Provide technical support to UNFPA in engagement with relevant local stakeholders to support the gender mainstreaming throughout the programme implementation;
  • Maintain close liaison with UN Women team to contribute to effective programme implementation at EECA region level; 
  • Maintain close liaison with local and oblast partners, ensuring optimum participation of all relevant stakeholders;
  • Develop the professional platform for networking and partnership building with the CSOs, private sector and international development organizations or programmes;
  • Ensure coordination with relevant working groups and information sharing in the EECA region.
  • Facilitate collection, analysis and interpretation of data in the field of programme implementation in the target districts of Belarus. Ensure availability of an up-to-date information on all critical issues related to programme implementation;
  • Prepare regular updates with situation analysis (political, social, and economic) in the field of the programme implementation;

3. Advocacy support and facilitation of knowledge building and management

  • Manage the establishment of advocacy networks at national level;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners in particular in support of men engagement into child care giving and equal sharing of household responsibilities;
  • Ensure awareness about programme priorities, strategies and approaches. Analyze ongoing experience for lessons learned, best practices, and shares with programme management for use in knowledge sharing and planning future strategies;
  • Contribute to implementation of the communications strategy and plan.

Qualifications and Experience: 

  • Minimum 4 years of progressively responsible experience in project, management and implementation services or related field preferably in the international environment;
  • Experience and understanding of implementing human rights, gender equality and women's empowerment projects/initiatives. Experience in advocacy for gender equality and women's empowerment, local communities’ development is desirable.
  • Experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments is an advantage.
  • Experience in organization of workshops, seminars, conferences, involving national and regional stakeholders;
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into development/recovery issues at the national and regional levels; 
  • Experience in the usage of computers and office software packages (MS Office, Outlook, etc.).

Education: University degree in Social Sciences, Management, Communication for Development, Human Rights, Law, Economics, Gender Studies or related field.

Languages: Fluency in Russian or Belarusian and English.
