The role of the Construction Program Director requires interpersonal, communication and organizational skills, ability to self-direct, a background in data center design, engineering, controls, and operational requirements and an emphasis on project/construction management, client representation, and project level services.

The Construction Program Director is ultimately responsible for the planning of projects, and project delivery for the site(s) selected. This role is responsible for front end due diligence and planning, negotiating very large construction contracts, and kicking off program execution, delivering the program safely, on schedule, on or under budget with a high-level of quality. The Construction Program Director is responsible for ensuring the project meets Microsoft guidelines and standards, which may be adjusted from time-to-time based on best practices and lessons learned drawn from previous projects as well as industry changing best practice.

The Construction Program Director will have the ability to execute on projects in excess of $1B, coordinate with cross functional teams including but not limited to the Data Center Engineering(DCE) team and support specialty consultants to update and provide feedback based on Design (BOD). In supporting the delivery of projects, this position aligns team objectives, business processes, General Contractor (GC) and vendor management strategies, and cross-group collaboration efforts with the Data Center project strategy. This will result in effective customer relationship management, as well as efficiency in cost management and project delivery.

The Construction Program Director will be a relentless advocate for managing a safe site. The Construction Program Director will be a problem solver and exempliary team builder. The Construction Program Director will also collaborate with Microsoft Security, Microsoft IT, Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project.

In addition, this position will be responsible for coordinating and reviewing contractor/vendor performance relative to cash flow and budget summaries and will clarify those reports in presentations to the delivery and executive chain. Other responsibilities include oversight and project controls, Project Expenditure Request, Professional Services Request, Change Orders, Pay Applications, etc. Additional tasks include MS partner engagement, as well as participation in communications plans, and community involvement with support from Data Center Operations (DCOPs), Real Estate Services, Data Center Services, and Corporate Communications teams.

The Construction Program Director works directly for the Global Senior Director of Construction. This leader supports the strategic and tactical delivery of data center projects within the portfolio.

Business Processes:

1. Create and maintain best practices to identify and incorporate cost-effective solutions.

2. Manage GC(s) and vendor performance along with their integration with internal partners to ensure on time and on budget project delivery.

3. Drive deployment of solutions that can be socialized globally across Data Center Design projects.

4. Facilitate decision-making to drive solutions, schedules, and manage change as required.

5. Apply influence, strategies, and negotiation skills to identify options and recommend solutions.

Communication:

1. Effectively communicate key needs to the engineering and sourcing teams.

2. Regularly reviews cost and metrics, invoices, process/policy communications to client partners.

3. Provide the project with a single point of contact for development and delivery.

4. Coordinate meetings and activities of vendors, cost managers, and integration of lessons learned.

5. Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary.

6. Report Project Progress on scope, schedule, and budget weekly or as required.

7. Provide weekly project status reporting to Data Center Design standards.

Accountability:

1. Responsible for establishing a safe & effective site culture.

2. Responsible for developing, managing, and reporting on safety, scope, schedule, and budget.

3. Direct fiscal responsibility for the approved project budget.

4. Work independently in support of the Data Center Design project.

Vendor Management and contract compliance:

1. Provide Vendor oversight and performance management by walking the construction sites daily.

2. Preparation of Request for Proposal (RFP’s) and other project approval tools & templates.

3. Review and approval of vendor scope of work, and design review of site and building plans.

4. Validate vendor pay-application and invoice review and approval.

5. Manage compliance with prior audit results and recommendations.

Required Qualifications:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 12+ years related experience
  • OR equivalent experience.
  • 12+ years of progressive responsibility in development of Data Center project construction or other large complicated infrastructure programs.
  • 12+ years of experience in large, complex, high power density construction projects
  • 10+ years managing concurrent design-build projects or concurrent design asists projects

Other Requirements:

The ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: 

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter. 

Preferred Qualifications:

  • Bachelor’s Degree in Mechanical or Electrical Engineering, Construction Project Management, or Construction Management.
  • Degrees and/or professional licenses in Construction Management or Electrical/Mechanical Engineering or equivalent experience. 
  • Ability to build teams / manage large budgets / work effectively across teams / effectively manage schedules / equipment coordination and delivery and turnover processes.
  • Experience managing multiple large multi-faceted projects.
  • Ability to independently manage deadlines and support staff.
  • Ability to influence cross-discipline teams.
  • Construction Health & Safety Knowledge.

Construction Project Management IC6 - The typical base pay range for this role across the U.S. is USD $124,800 - $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 - $292,200 per year.
