Raytheon Intelligence and Space (RI&S) has a requirement for Training and Development Safety Officer/Deputy Program Manager with a specialty in Safety to provide Training and Development, Safety and Environmental, and contractual oversight for all work performed in support of the ARCENT TSS effort in Kuwait. Candidate must be a United States citizen with proof of citizenship and current U.S. passport.

Job Description:

The Safety Officer/Deputy Program Manager develops, applies, revises, and maintains safety and environmental policies/standards for all aspects of the ARTC operations in accordance with company and contractual requirements. The Safety Officer/Deputy Program Manager evaluates training, operational procedures, facilities, and systems with an emphasis on identifying real and potential hazards associated with behavior or conditions while minimizing risk. The Safety Officer/Deputy Program Manager will assist the Program Manager in ensuring the subcontractor employees are supported through the use of the program’s functional staff. The Safety Officer/Deputy Program Manager shall implement and maintain a safety program to prevent accidents and to preserve the life and health of personnel involved in the performance of their duties or receiving services provided by the Contractor and subcontractors. The Training and Development Safety program shall mitigate hazards, reduce risks, prevent injuries or illnesses to personnel and protect government property against accidental loss. As required the Safety Officer/Deputy Program Manager shall perform documented safety and health audits of living quarters and work facilities. Additionally, the Training and development Safety officer shall provide weekly EHS training to prescribed employees to re-inforce habits that promote a safe and injury free workplace.

The Safety Officer/Deputy Program Manager will drive TSS compliance with OSHA 29CFR1910 General and 29CFR1926 Construction Standards, ISO 14001 Environmental Management Systems, and Army Regulations AR-385-10 for safety, across the program. Ensure that TSS contractor Performance meets contractual and customer objectives for Environmental, Health, and Safety (EHS) requirements. Additionally, the Safety Officer/Deputy Program Manager ensures compliance with the Occupational Safety and Health Act of 1970 as implemented in EO 12196; 29 CFR 1960; DODI 6055.1; DODI 6055.4; and DODI 6055.7, and host nation laws. The Safety Officer/Deputy Program Manager shall enforce whichever safety regulations are the most stringent.

This position must ensure subcontractor safety, contractual oversight, and environmental compliance and performs Safety on all program suppliers.

This position must also be prepared to temporarily serve as the Program Manager when required.

Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to eight (8) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

Responsibilities:

Safety Officer/Deputy Program Manager shall report to the Program Manager and be responsible for Training and Development as it pertains to the EHS aspects of the program that include but are not limited to:

  • Implementation of company safety policies by establishing and managing a safety training and development program that meets or exceeds all current standards and represents the company in all safety matters pertaining to internal and external activities.
  • Performance of weekly safety and health audits.
  • Performance and documentation of safety inspections.
  • Responsible for oversight of the Supplier safety program.
  • Responsible for development, monitoring and trending of metrics as they pertain to EHS.
  • Generating, reviewing and / or implementing policies and procedures.
  • Provides coordination and technical expertise in all areas of EHS and will have accountability for establishing reliable methods for improving safety performance and assuring compliance with all contractual regulatory requirements.
  • Responsible for implementing EHS and risk management programs; reviewing, interpreting, and providing assistance on applicable EHS regulations and standards.
  • Generate and maintain all policies and procedures associated with EHS.
  • Perform as the Subject Matter Expert (SME) to the Program Manager and team in all aspects of EHS.
  • Responsible for URC Range Safety oversight in accordance with all applicable Military regulations.
  • Responsible for oversight of Raytheon and all subcontractor employees adherence to regulations in compliance with DOD, DA and Theater Specific regulations as well as OSHA and Host Nation specifications.
  • Act as the prime point of contact to the Camp Buehring, Kuwait Safety, Environmental and Heath personnel.
  • Perform EHS training, develop EHS bulletins and maintain up to date knowledge of EHS industry standards and regulations
  • Perform the Duties of the Program Manager when required.

Required Qualifications:

  • Understanding of OSHA 29 CFR 1910/1926.
  • Understanding of ISO 14001 Environmental Management System / EPA Regulations.
  • Understanding of US Army Regulations 385-10 for Safety.
  • Analytical skills in Root-cause analysis, corrective / preventive actions.
  • Ability to lead and motivate others toward a EHS culture and shared success.
  • Possess knowledge and technical expertise in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.
  • Superior Interpersonal and Communications skills
  • Be detail-oriented with the ability to work under challenging deadlines.
  • Able to work closely with other team members, Customers, and End Users.
  • Must be willing to work and live in Kuwait.
  • Be willing to travel within USCENTCOM AOR.
  • Must be willing travel MILAIR and wear protective clothing and equipment as required.
  • Knowledge and understanding of contract management

Desired Qualifications:

  • General knowledge of military safety regulations.
  • Prior military experience.
  • Previous experience working on a US government contract.
  • Previous experience with contract management and oversight of sub-contractors.
  • Knowledge of OSHA 29 CFR 1910/ISO 14001 environmental standards/EPA regulations
  • BSCP Certification or applicable National Association of Safety Professionals certification (e.g. EHS)

Required Education:

  • Bachelor's degree from accredited school & eight (8) years of related experience, OR six (6) years related experience with Master's degree. Eight (8) years of additional equivalent work experience (16 total years) may be accepted in lieu of BA/BS education requirement.

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied

Must be able to obtain and maintain a U.S. SECRET Security Clearance
