Org. Setting and Reporting

This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA), Kabul. The Senior Programme Management Officer will be based in Kabul and will report to the Principal Coordination Officer Kabul is currently classified as an "E" hardship duty station and a non-family duty station. United Nations Security Council Resolution 2626 (2022) in its operative paragraph 5 (b) mandated UNAMA “to coordinate international donors and organizations in relation to basic human needs, taking into account resolution 2615 (2021), including through information-sharing, facilitate development policy dialogue between all relevant Afghan stakeholders, the region and the wider international community, support efforts to increase accountability, transparency and the effective use of aid without discrimination, and support community-based systems for meeting basic human needs and increasing resilience, support the provision of essential services to the Afghan population and contribute to creating economic and social conditions that can lead to self-reliance and stability, and continue to work with all relevant stakeholders and international financial institutions to facilitate commercial and financial activity in Afghanistan and support efforts to facilitate access to assets belonging to Afghanistan’s Central Bank for the benefit of the Afghan people.” The Senior Programme Management Officer facilitates UNAMA's aid effectiveness efforts. through supporting the ongoing development and sequencing of the Government’s reform agenda, mobilization of resources, coordination of international donors and organizations as facilitator and co-convener of development policy for a, including in developing and monitoring frameworks of mutual accountability, promoting coherent information sharing and analysis, design and delivery of development assistance in a manner consistent with Afghan sovereignty, leadership and ownership, and direction of the contributions of United Nations agencies, funds and programmes, based on the “One S/RES/2405 (2018) 18-03627 5/12 UN approach” The Senior Programme Management Officer manages UNAMA’s donor coordination efforts under the guidance of the DSRSG/RC/HC.

Responsibilities

Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties: • Provides strategic and operational advice to the Development Pillar. • Manages the mission's aid effectiveness role through regular engagement with the de facto authorities on national development plans and macro-economic stabilization. • Directs review of relevant documents and reports; identifies priorities, and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow up actions with a view to ensure greater complementarity and coherence between UN, donor and de facto authority plans to enhance aid effectiveness. • Manages and regularly updates the donor funding tracking database. Generates analytical reports, donor profiles and develops a fundraising strategy for basic human needs programmes. • Leads engagement between UN, IFIs and relevant authorities to generate projects and builds consensus around initiatives to foster economic stabilization with a particular focus on banking and the private sector. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned programme, including legislation or policy. • Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Provides guidance to external consultants, government officials and other stakeholders. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Work Experience

A minimum of ten (10) years of progressively increasing experience in macroeconomics/development economics and/or socioeconomic strategy processes, including inequalities and gender issues in development country contexts is required. In-depth knowledge and experience in policy making in complex and challenging development settings is required. Substantial experience in macroeconomic policy including monetary and fiscal policies, poverty reduction strategies, inclusive growth, structural transformation and sustainable development issues including the SDGs is required. Demonstrated ability in resource mobilization and proven capacity to develop policy and impactful programme strategic interventions is required. Experience in post-conflict contexts; demonstrated political acumen in complex settings characterized by de facto authority rule and application of international sanctions is desirable.

English and French are the working languages of the United Nations. For this advertised position, fluency in oral and written English is required.
