The Operations and Humanitarian Emergency Affairs (HEA) Coordinator is working within Operations team to lead WVIL national office on general support to implement of Technical project model, grant projects, coordinate on humanitarian emergency and cross cutting work including GESI. This position ensures WVL’s delivery with quality of child-focused disaster preparedness and response in all APs and Grants operation locations (primarily) and non-AP areas in Laos if permitted and applicable (secondarily). Support the National Disaster Management Team (NDMT) and designated response staff, coordinate with HEA focal person to develop WVIL’s Disaster Management Score Card and focal person to connect with WVI-Cambodia and regional HEA team for capacity building plan and emergency response, in particular, HEA, and GESI related work.

  • The OPs/HEA Coordinator also provides support to track Area Programme implementation based on the agreed budget, timeline and indicators (using M&E tools) for each AP; Knowledge management and documentation of TP project and Grants implementation to form up the project after handing over from Acquisition Dept, M&E data and knowledge management; Coordinates with PQD and Operations team to provide quality and timely TP and Grants reports to Support Office (SO) and Donors ensure donor guideline and compliance is in place; Support the assessment and design of new area programmes and grants to ensure new programmes and projects are aligned to the country strategy, incorporate HEA and Cross cutting work and impact to the life of most vulnerable children. This role oversees the Monitoring and Reporting Officer and the Project Manager of one small grant, the Nutrition Food Secured (NFS) Project.

Key Objective of the job: The Operations/HEA Coordinator is accountable for the following:

  • Provide overall support to Technical project model and grant project implementation to ensure quality and meet the donor compliance
  • Provide strategic leadership alongside the HEA Focal Point, to the WVIL Disaster Management functions and ensure a high level of organisational Disaster Management capacity, emergency, preparedness, response and transition.
  • Lead surge capacity development of WVIL emergency response structures and ensure the office is prepared and able to rapidly mobilize to expand services to meet the increased demand in the event of large-scale disasters and emergencies.
  • Lead field HEA response teams and support coordination and implementation of HEA grants.
  • Lead the development of Disaster Management systems: Including strengthening the rapid needs assessments, information management system, contingency planning and relief prepositioning, disaster management score card update and coordinate with regional HEA team to provide update of WVIL HEA functions.
  • Strengthen partnerships with external stakeholders and represent WVIL in national networks, fora, coalitions on humanitarian and emergency preparedness, response and coordinate with the government, Disaster Management Committees, and build strong partnerships with humanitarian I/NGOs through the existing platforms.
  • Programme Accountability: Support the realisation of World Vision’s commitment to strengthen the quality of operations in the sector and to increase accountability to affected communities, as well as to ensure that affected children and their families are active participants in response decision-making.
  • Monitoring/ Tracking AP and Grants programme implementation to ensure high quality of the implementation
  • Coordinate with operations field and PQD teams to provide timely and quality implementation of field work, including cross cutting issues (GESI, Local Advocacy, C-Change) are included in the field level and reports to SOs and Donors in compliance with requirements and guidelines
  • Coordinate with related sectors and teams to provide new AP assessment and design, and where possible, contribute to design of the new Grant projects.
  • Knowledge management and Documentation of TP and Grant implementation.
  • Supervision and support to the Monitoring and Reporting Officer and the NSF Project Manager.

Major responsibilities

Project Management and Design

  • Actively monitor and track TP and Grant implementation to ensure programmes and projects meet quality of implementation and bring positive impact to life of MVC.
  • Conduct appropriate and useful field visits to monitor and assist TPs and Grants implementation, ensuring coordination and communication with the technical team to ensure quality of implementation, including cross cutting issues are included in field implementation and alignment with TP/ project design and feedback
  • Coordinate with related sectors and teams to ensure new AP assessment and design is align to WVIL strategy objectives, and where possible, contribute to design of the new Grant projects.
  • Work with operations field and QPD teams to provide quality reports to SOs and Donors
  • Responsible for Operations team knowledge management and documentation of programmes and projects.
  • Coordinate with Resource Development and related sectors to form up the new AP or Grants project after approval from donor and project close out
  • Coordinate with related sectors on cross cutting issues such as GESI, Advocacy and C-Change work and represent WVIL on different working groups internal and external

Disaster Management and Response

  • Disaster risks are anticipated and adequate preparations put in place at all levels to ensure timely, well-coordinated responses in field. Special emphasis on ensuring children are protected from harm and doing well in regard to health, nutrition, social support for recovery, protection and basic provision; and that recovery plans are calibrated to enable normal AP development programme operations to resume ASAP.
  • WVIL HEA Annual Business Plan, NEPRF, NDPP and DM score card are updated and approved, To support WVIL strategic priorities technical programme framework, consistent with WV general guidance on HEA management, inclusive of programming for Children in Emergencies, and implemented in collaboration with national, zonal and AP-designated staff. Business processes are designs and agreed beforehand to engage all of WVIL in an emergency response.
  • In an emergency, Ops/HEA Coordinator will lead WVIL's response according to agreed WV protocols, activating Disaster Management Team, manage response (identifying a response manager if necessary), securing and managing funding (will work with assigned Programme Officer to develop proposals.)
  • Capacity of field staff and partners (especially at village and district in APs) are developed to provide value-adding support in child-focused responses, with skills, knowledge and practices applied across the range of HEA core competencies including risk reduction, overall disaster management and WVL strategic priorities for ensuring child well-being in disasters.
  • Adequate capacity is developed, coordinated, piloted and mainstreamed regarding Community-Based Disaster Risk Management into APs and sector programming in collaboration with designated HEA support staff at all levels, and in alignment with SPHERE standards.
  • Networks and relationships to achieve excellence in disaster preparation and response are developed to maximize collaboration with relevant government ministries and other international NGOs. Stand-by coordination and cooperation agreements are in place aiming to enhance disaster response and management capacity, and leverage of WVL resources.
  • Timely and appropriate rapid needs assessment tools, methods and support systems are available for HEA team to use as needed. Development of concepts and proposals in HEA and Community-Based Disaster Risk Management are supported with quality as teams prepare and respond to new disaster events, integrated with WVL strategic priorities for CWB.

Team Building and Supervision

  • Support cooperation, team spirit and a supportive, learning environment in Operations and within WVL in general. Encourage full and appropriate expression of WV’s identity. Participate in and lead in WV events related to this.
  • In coordination with PQD team, build Operations team capacity in cross cutting areas, monitoring and report writing skills.
  • Oversee workplans and provide supervision and support of staff assigned under their management.
  • Oversees the Monitoring and Reporting Officer and the Project Manager of one small grant, the Nutrition Food Secured (NFS) Project.
  • Carry out additional responsibilities as assigned by Operations and Grants Manager and teams.

Qualifications:

  • Degree in development management, humanitarian sectors and related fields
  • A minimum of 5 years experience in programme management and/or humanitarian preparedness and response.
  • A minimum of three 3 years experience in disaster risk reduction, climate change or education related to disaster preparedness.
  • Ample knowledge of humanitarian response and transitional programme concepts, policies, frameworks, strategies and components, as well as other development concepts and frameworks
  • Good knowledge of the humanitarian industry, (Emergency management, disaster risk management, climate change mitigation and adaptation).
  • A good understanding and appreciation for transformational development that is holistic, transformational and sustainable. Ability to analyse and solve problems, persuade, network and negotiate
  • Experiences in managing multiple projects and donors with strong financial and budget management skills and experiences in project design and concept/proposal development
  • On the ground experience in multi-sector humanitarian responses, including food/cash programming.
  • Willingness to work and travel in often difficult and insecure environments
  • Good team builder and leader with facilitation, coaching and good interpersonal skill
  • Strong understanding and experience of principle and practices of all components of disaster management
  • Highly developed interpersonal and communication skills including influencing, dynamic, negotiation and coaching

Work Environment:

  • Willingness to travel to the provinces and districts on a frequent basis, Approx. 15% of time
  • Experience in working remotely and with virtual teams
  • Excellent oral and written communication skills in English and Lao
