Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Senior Monitoring, Evaluation and Learning (MEL) Specialist will report to the Deputy Chief of Party (DCOP) and helps strengthen performance monitoring and learning within USAID and its partners. The Senior MEL Specialist will work with key stakeholders (i.e., partners, Mission staff) and provide expert technical input and advice to design and strengthen performance indicators, set targets, collect program data, assess data quality, manage and review performance and context data, strengthen reporting, and learn from data. The Specialist will also provide guidance and feedback on MEL plans for USAID partner activities, including Government-to Government (G2G) awards. The Specialist will also support training of USAID staff and implementing partners (IPs) on MEL concepts, processes, tools and systems. Working with the Senior Team (COP, DCOP and Senior Advisors), the Specialist will help prepare the MozMEL’s end of activity final report, documenting the depth and breadth of project achievements and innovations over the life of the activity. This will be a full-time position based in Maputo with travel as needed.

Responsibilities:

  • Advise and provide expert technical input on the MozMEL Activity and work plans.
  • Design and manage the Activity’s data collection and analysis tasks and related tasks as assigned by the line manager, including report writing.
  • Design and manage the Activity’s knowledge management and learning processes.
  • Advise and provide expert technical input on quantitative and qualitative methods in performance monitoring tasks including designing sampling methods and data analysis plans, conducting data quality checks, analyzing data, and managing data collection datasets to the USAID Mission, IPs, local organizations, and government partners.
  • Contribute to the conceptualization, design, and facilitation of in-person and remote training, mentoring, and technical assistance in various formats to enhance MEL skills and practices for staff from the Mission, IPs, local organizations, and government.
  • Spearhead the assessment of IP’s MEL systems in preparation for additional training/capacity strengthening).
  • Identify tailored solutions to increment MEL capacity and management of performance indicator tracking systems/databases for USAID IPs based on the assessment.
  • Promote the use of technological innovations when conducting monitoring, such as tablets, smartphones, etc., particularly for local and small IPs based on the assessment.
  • Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment.
  • Assist colleagues with other MEL tasks and in other areas to balance workloads, such as compiling reporting documents, etc., when needed.

Qualifications:

  • Master’s degree in the field of international relations, economics, political science, public policy, statistics, and/or other relevant fields is required.
  • Minimum eight years of experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, analysis, and reporting is required.
  • Experience in providing guidance in the development and updating of MEL Plans is required.
  • Experience with creating and managing performance indicator tracking systems/databases, using performance monitoring data for the improvement of ongoing project/activity management is required.
  • Experience in the gender dimensions of monitoring is required.
  • Experience in drafting indicators is required.
  • Academic or professional training in performance monitoring design and implementation, including data collection and analysis is preferred.
  • Familiarity with USG policies related to performance monitoring is preferred.
  • Familiarity with a diverse set of programming (i.e., health, agriculture, education, governance), one of which must be health is preferred.
  • Knowledge of GIS is preferred. 
  • Proficiency and experience using Microsoft Excel and other data analysis software is required.
  • Fluency in Portuguese and English is required.
