Technical Officer on Supply Chain management

The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Technical Officer on Supply Chain management.

Overall Responsibilities:

The main goal of the Technical Officer is to support Supply Chain team under the supervision of Senior Technical Advisor (STA) in planning, development, implementation and monitoring of key activities supported by the stream.

The Technical Officer supports the project’s focus on developing and implementing supply chain policies and procedures for adequate medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution to support the strengthening of supply management systems in Ukraine.

The Technical Officer supports supply chain capacity-building efforts and ensures that systems and processes are in place to ensure the continuous availability and access to ARVs, TB therapy, and other medicines.

More specifically Technical Officer will:

  • Perform technical reviews and analysis providing enhancement and complement the improvement of forecasting/quantification, warehousing, distribution, and other supply chain processes for all PEPFAR-related commodities (ARV, TB, viral hepatitis, etc.).
  • Provide data management and coordinational support in public-private partnership last mile project to ensure proper deliveries of ARV, TB, viral hepatitis commodities from regional distribution centers to subregional warehouses.
  • Support Technical advisor in the facilitation of the processes aimed to introduce alternative models for the decentralized distribution of medicines, including potential engagement of the private sector, including pharmacies, based on the best global practices.
  • Perform general literature reviews focused on national supply chain management process improvement. To be involved in normative acts finalization in collaboration with SAFEMed’s legal team as needed.
  • Engage in introducing the ARVs quantification tool and ensure comprehensive coordination of its training sessions in all the regions. Assist the Technical Advisor in the nationwide implementation of the new quantification methodology for HIV test commodities, ensuring the coordination and facilitation of educational events at the regional level. Contribute to the SAFEMed annual implementation plans development in the scope of Supply Chain workstream activities.
  • Contribute to the development of quarterly and technical reports, lessons learned, case studies, or other project performance summary documents in supply chain management.
  • Other activities as requested by the direct supervisor.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

  • Required: Bachelor’s degree: in supply chain, pharmacy, healthcare financing, public health, or related field.
  • Preferred: Advanced degree in pharmaceutical management, medicines, supply chain, public health, or related field.

REQUIRED MINIMUM EXPERIENCE

Required:

  • At least two (2) years of progressively responsible experience in public health or supply chain

Preferred:

  • Experience in pharmaceutical management with an emphasis on supply chain warehousing, logistics and/or forecasting preferred.
  • Experience working in Ukraine with MOH, the Center of Public Health, Medical Procurement of Ukraine, civil society, and industry.

REQUIRED KNOWLEDGE AND SKILLS

  • Knowledge in supply chain areas, preferably in pharmaceutical operations, including but not limited to warehousing, logistics and quantification.
  • Analytical skills, ability to work with databases and huge amounts of data.
  • Demonstrated project coordination approaches understanding.
  • Good interpersonal skills — demonstrating the ability to successfully work with internal and external partners at all levels of responsibility.
  • Excellent written and oral communication skills.
  • Fluency in spoken and written Ukrainian, knowledge of English — Upper intermediate (B2).
