Your Specific Responsibilities:

This is a senior-level internal audit position within the Department of Health’s (Department, DOH) Office of Inspector General (OIG). The position reports to the OIG’s Director of Auditing.

This position primarily performs complex information technology (IT) and cybersecurity-related audit engagements of various DOH IT operations, systems, and infrastructure, as assigned.

Specific duties of the position include the following:

  • Prepare or assist in the preparation of audit objectives, audit plans, and audit programs. This entails a thorough review of applicable policies and procedures, laws, prior audit reports or other studies. Also, conduct interviews with Department staff in order to gain essential background knowledge and perspective.
  • Perform audit fieldwork as described in the audit program. This will normally require the application of a wide range of audit techniques such as sampling, testing, reconciling, interviewing, observing, and confirming, among others. Prepare audit documentation to document work performed.
  • Organize audit work papers, summarize the pertinent facts and prepare or assist in preparing a draft report. Respond to the audit review notes of the Director of Auditing and Lead Auditors. Review the work of audit staff when serving in a capacity of Lead Auditor.
  • Participate in exit conferences with auditees and assist in issuing draft reports for comment. Revise draft reports as necessary, merge auditees’ comments into reports and assist in issuing final reports. Perform follow-up reviews to determine status of report recommendations.
  • Participate in Enterprise-wide audit engagements administered through the Office of the Governor, Chief Inspector General’s Office. These engagements may consist of participating in multi-agency projects or working as a member of a project team performing work across multiple agencies simultaneously.
  • Assist staff from the OIG Investigations Section, as directed, with IT-related issues that pertain to an internal investigation or similar projects.
  • Serve as an office automation specialist, helping solve internal IT-related issues experienced by OIG staff, including contacting and working with Department IT staff when necessary; and developing and implementing ways to enhance office automation to improve OIG operations.
  • Serve as a liaison between the OIG and any Department or external software developers during the design, implementation, and ongoing maintenance of any procured software product the OIG may obtain. This may include serving as Project Manager and/or Contract Manager on any such procurement, which could require the incumbent to be involved in developing business needs, price negotiations, establishing deliverables, monitoring deliverables, training of OIG staff, and performing basic software modifications that do not require the use of the contracting entity. The incumbent may also work with another OIG staff member in sharing liaison responsibilities, as directed.
  • Assist the OIG with activities that require data analysis and data mining on Department systems, as directed.
  • Serve as the liaison between the OIG and Department IT staff, specifically keeping updated on IT policies that could impact the OIG and the Department and communicate relevant information to OIG staff. Incumbent should also assist IT staff with evaluation and technical feedback during the development or modification of IT-related Department policies.
  • Develop a training program for OIG staff on general IT-related issues, including but not limited to security issues, use of Microsoft products, use of certain Department and State systems, and identifying internet resources for auditors and investigators to use.
  • Conduct periodic IT-related Security Assessments, as requested, and ensure OIG staff remain in compliance with Department IT policies.
  • Develop and maintain local IT Security Policies and Procedures which comply with overall Department IT-related policies and other applicable standards.
  • Develop and maintain a local Information Technology Disaster Recovery Plan which complies with overall Department IT-related policies and other applicable standards.
  • Serve as the OIG’s IT Continuity of Operations (COOP) Coordinator for the Department and handle all duties and responsibilities that come with that role. Work with other OIG staff members, if any, who may be assigned non-IT COOP responsibilities to ensure a seamless overall COOP plan can be executed.
  • Serve as the OIG’s Computer Security Incident Response Team (CSIRT) representative and keep OIG management informed of CSIRT incidents, as needed.
  • Mentor, train and/or manage other Audit Unit staff, as directed.
  • Maintain and improve professional knowledge and skills through participation in staff meetings, staff development activities, seminars, and review of office reference materials.
  • Perform related work as required.

Applicants must have a history of planning, preparing and conducting audits of IT operations, systems, and infrastructure related to a governmental agency. Applicants must have a history of preparing lengthy written reports to be published for the public.

Applicants should be comfortable talking to all Department staff, ranging from entry-level positions to senior management, and contractors and subcontractors of the Department. These interactions should be conducted in a professional manner at all times. The incumbent in the position should be able to maintain an independent and impartial attitude when conducting audit related engagements; have a strong, self-motivating work ethic; good organizational skills; be able to manage multiple projects simultaneously; and perform work responsibilities independently and free from bias or outside influence.

Required Knowledge, Skills, and Abilities:

The incumbent must possess:

  • The knowledge base and ability to efficiently and effectively conduct internal audits, reviews, and consulting engagements in accordance with Section 20.055, Florida Statutes, and professional auditing standards, including the International Standards for the Professional Practice of Internal Auditing (Red Book).
  • Ability to conduct personal interviews of individuals and synthesize diverse information.
  • Excellent organizational, logical/critical thinking, business acumen, writing, and multi-tasking skills and the ability to effectively communicate with other OIG staff and Department management and staff at all levels.
  • Motivated, self-starter, outgoing, and able to handle multiple projects and responsibilities simultaneously.
  • Ability to effectively communicate with the Department’s management and staff at all levels.

Qualifications:

A minimum of a four-year degree in computer science, or similar IT-related field, from an accredited university. Three years of work experience directly related to computer science/information technology may substitute for the education requirement. A Certified Information Systems Auditor certification may also substitute for the education requirement.

A minimum of three years of experience with Microsoft Suite products (including proficient use of Word, Excel, and Outlook).

A minimum of two years of full-time experience conducting audits, data analysis, or similar projects that included writing reports to finalize project outcomes. Auditing experience should include planning, conducting, and reporting on audits related to information technology and/or assess effectiveness and efficiency of operations, general performance, and compliance with regulations.

Applicants must have good writing skills, verbal communication, listening skills, logical and critical thinking, and analytical skills.

Preference will be given to applicants who:

  • Possess professional accounting/audit related licenses or certifications.
  • Can provide examples of published audit reports with findings and recommendations.
  • Have experience with electronic workpaper documentation systems and cross-referencing.
