Job Description and Duties

The Judicial Council of California is accepting applications for the position of Senior Analyst in the Statistics & Information unit of the Business Management Services office.

The Senior Analyst will provide policy and analytic support to the Judicial Branch Statistical Information System (JBSIS) Subcommittee of the Court Executives Advisory Committee (CEAC). As lead staff, the Senior Analyst will create annual agendas and work plans for the CEAC subcommittee, provide analytic and policy support to the subcommittee, and will communicate directly with court users regarding data definitions or reporting questions. This position will be involved in all aspects of project management including internal collaboration with IT and subject matter experts; coordinating with lead staff to other committees that may be impacted by JBSIS changes; communicating changes with courts; working with case management system vendors to implement those changes; and reporting findings to the Judicial Council, CEAC, and other advisory bodies. This position will lead complex and high-profile research and data projects with significant statewide impact, working independently and with limited supervision.

The successful candidate will be expected to work in the San Francisco office. Travel between the Sacramento and San Francisco offices would be expected as well as to other court locations as needed.

RESPONSIBILITIES

  • In consultation with the subcommittee and internal leadership, create annual agenda and workplans, and track progress and completion of workplan items.
  • Conduct research on laws or court case processing practices and/or consult subject matter experts to determine how to report statistical data elements for JBSIS; create template(s) that will improve the look and flow of the JBSIS Manual; and review structure on how courts report in JBSIS to inform design of manual.
  • Participate in addressing JBSIS queries and help determine which can be answered in-house and by whom or which need to be arbitrated by the JBSIS Subcommittee. The incumbent will either conduct the research needed to respond to queries directly or add to workplan for subcommittee consideration as needed.
  • Research and answer courts’ questions regarding data definitions, court processing, and data collection.
  • Research and define data elements; establish how data should be captured under JBSIS definition.
  • Employing subject matter expertise in JBSIS and case flow to address data and reporting issues/policy decisions made by internal or advisory bodies.
  • Assist with visual display of information by assisting with charts, graphs and other presentation formats.
  • Propose and recommend data governance policies for JBSIS data, such as policies for data submission or data quality.
  • Research best practices and make recommendations to JBSIS subcommittee and CEAC for adoption.
  • Update JBSIS manual and other policy documents; create reports and make presentations for Judicial Council and report on service metrics.

Other Duties

  • Travel between the Sacramento and San Francisco offices, as well as to other court locations as needed

Special Requirements

MINIMUM QUALIFICATIONS

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public

administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
