Job Description and Duties

The Office of the State Public Defender (OSPD) is seeking a highly motivated and analytical individual, with an interest and commitment to advancing racial equity and social justice, who possesses the unique ability to blend research, data analysis, presentation and communication skills to effectively tell the story about the implementation of the death penalty in California. The office prides itself on the diversity of its staff and is striving to preserve and improve upon that diversity.

By legislative mandate, the Office of the State Public Defender represents people without the financial means to employ private counsel, in capital and non-capital post-conviction proceedings. OSPD’s work is often at the cutting edge of criminal law and social justice. OSPD has been responsible for major developments in numerous areas of capital litigation, including litigating the right to due process and to a fair trial, the right to competent trial counsel, the admissibility of false and/or coerced confessions, racial bias in jury selection, violations of the right to be free from unreasonable searches and seizures, and many other issues.

Under the direct supervision of the Caseworker Supervisor (Staff Services Manager I) and the general direction of OSPD attorneys and/or caseworkers, the Research Data Analyst II is responsible for a variety of assignments relating to data collection and analysis of information pertaining to the implementation of the death penalty in California.

Working Conditions

Works full-time, most of the time stationary under fluorescent lighting, utilizes virtual platforms such as Microsoft Teams and Zoom, and utilizes typical office equipment such as, but not limited to, telephones, computers, photocopiers/scanners, and fax machines. Ability to occasionally transport small office equipment. Occasional travel is required.

Department Information

The Office of the State Public Defender is legislatively mandated to focus its resources on post-conviction appellate representation in death penalty cases and on improving indigent defense in California by providing assistance and training to county public defender offices, appointed private counsel and counsel appointed to represent juveniles, and engaging in related efforts for the purpose of improving indigent defense.

The Office has two regional offices located in Oakland and Sacramento. The State Public Defender is headquartered in Oakland.

The Sacramento Office is located downtown in a modern high-rise building near the 8th and Capitol light rail stations and the Golden 1 Center, with many restaurants, banks, and shopping nearby.

Salaries (Personal Leave Program)

Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours of the Personnel Leave Program 2020 (PLP 2020) per month (if applicable).
