F2 (Facebook Financial) is a product group at Facebook focused on building products to ensure that everyone, everywhere has access to the world’s financial system to accelerate financial inclusion and economic empowerment. Facebook is seeking a Chief Compliance Officer (CCO) for F2 to lead a growing global team. The CCO will manage all payments compliance efforts for a range of financial services products offered by F2. The ideal candidate is a talented, passionate, mission-driven thought leader with significant experience developing and implementing practical compliance programs in a highly regulated, collaborative and fast-paced environment. The leader will be responsible for interacting directly with regulators and ensuring that our payments policies and procedures are designed to comply with BSA/AML related laws and regulations globally, as well as our internal requirements. The leader will also manage other compliance leaders who are responsible for building advanced and novel prevention and detection mechanisms, while keeping abreast of the latest technologies, and developing systems to implement mitigation. The role also requires wide interaction and collaboration with leaders on many cross-functional teams at Facebook.

Chief Compliance Officer, F2 (Facebook Financial) Responsibilities

  • Oversee the growth and implementation of a world-class financial services compliance program that operates to effectively identify and mitigate legal and regulatory risk and embed the highest standards of compliance.
  • Areas of focus include: Governance, Financial crime risk mitigation (sanctions, AML, CFT, other illicit finance risk), Financial services consumer protection, Internal fraud protection, Regulatory relationship management.
  • Manage the aspects of where Facebook and more traditional financial services regulations meet such as banking relationships and FFIEC guidelines, U.S. Patriot Act, SEC, FINRA, CFPB and OCC matters.
  • Develop, maintain, and review policies, procedures, and processes to ensure enterprise-wide payments compliance with applicable internal and legal standards.
  • Design, implement, and monitor controls across relevant parts of the company to mitigate the risk of illegal, or improper conduct, including but not limited to: 1) Enterprise-wide and region-specific risk assessments to identify key risks, ensure compliance controls are designed and operating to mitigate those risks, ensure effective monitoring and testing, and ensure appropriate steps are taken to identify and remediate violations of compliance policies and procedures. 2) Training to ensure awareness, understanding and compliance with company policies and procedures, laws, and regulations, including both initial training and annual refreshers and updates. 3) Review/adapt record-keeping practices. 4) Conducting or managing Audits designed to ensure compliance.
  • Provide regular feedback to the head of F2, COO, General Counsel, management team, including the CCO for Facebook, and the Board of Directors regarding the design and operation of F2’s global compliance program, key risks and issues, emerging trends, and the adequacy and effectiveness of compliance program operations and resourcing.
  • Identify, propose, and implement appropriate technology solutions and compliance assurance systems to facilitate compliance with current and anticipated financial services laws and regulations, including identifying and ensuring the quality of data and analytical methods needed to fulfill compliance oversight requirements.
  • Organize and lead third-party supplier compliance assessments or initiatives to ensure appropriate compliance by corporate partners.
  • Act as the official source for documentation of F2’s compliance activities, including tracking (e.g., remediations).
  • Regularly meet and maintain positive relationships with teams across the company, including Legal, Operations, Engineering, Risk and Product Management to develop planning and implementation systems that support compliance objectives.
  • Ensure the company stays current on applicable regulations and “best practices,” including monitoring trends and patterns across the payments platform to identify potential risks and take appropriate action to mitigate such risks.
  • Manage audits and inspections from external parties and ensure findings are remediated appropriately.

Minimum Qualifications

  • 12+ years of experience in compliance in financial services
  • 10+ years of management experience
  • Experience leading compliance for a financial services company/venture (regulatory, bank services or money transmission background)
  • BA/BS degree
  • Knowledge of BSA/AML regulations globally
  • Experience with time management and directing a large global team to multi-task under deadlines
  • Organizational skills and experience setting priorities, problem-solving and multi-tasking

Preferred Qualifications

  • Background in AML program implementation in blockchain and large global financial services/tech environments
  • ACAMS Certification, legal degree or other similar professional memberships
  • Experience with vendor platforms in the blockchain environments
