Job Overview/Summary:

Under the direct supervision of the Supply Chain Coordinator, the Supply Chain Manager is responsible for the efficient coordination and management of procurement, warehousing and inventory, asset, and fleet management in collaboration with the supply chain staff across all IRC field sites.

Major Responsibilities:

  • Work closely with internal and external stakeholders to ensure effective supply chain planning and preparation to support program implementation and reporting.
  • Provide technical back-stopping support to the field-based supply chain staff and provision oversight to ensure compliance with IRC Standard Operating Procedure and the donors' guidelines.
  • Support staff management and development.
  • Ensure the Supply Chain Record Management.
  • Support implementation of all Supply Chain Policies and procedures.
  • Raise with the Supply Chain Coordinator for problem-solving activities.
  • Support partnership activities, conduct assessments, and provide training to grantees, partners, and other relevant stakeholders on the Technical Supply Chain functions.
  • Perform other Supply Chain related duties as assigned by the supervisor.

Procurement Management (10%)

  • Support procurement function for effective program implementation by working closely with the Procurement Manager and Supply Chain team in each field office.
  • Conduct and support tender process (RFQ and RFP processes) including tender evaluation, negotiation, drafting contracts, and oversight of contracts.
  • Support procurement plan development for active grants, in collaboration with program Coordinators/Managers to support program implementation in Thailand.
  • Effectively manage suppliers according to contract, quality & delivery, selection system, performance rating), auditing, etc.

Warehouse and Inventory Management (20%)

  • Support warehouse set-up with suitable warehousing capacity.
  • Ensure implementation of warehouse system and control mechanism in accordance with the IRC inventory policies including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies.
  • Ensure inventory management, including drug storage, cold chain, food, and non-food commodities.
  • Facilitate supply chain field staff coordination to ensure sufficient spaces in warehouses before receiving or dispatching.
  • Coordinate inventory disposal procedures.

Asset and Property Management (5%)

  • Ensure asset management and updates of asset & property records.
  • Ensure the placement of the assets maintenance plans as per IRC policies, including repairs and insurance coverage process.
  • Handle asset and property disposal, and auction management

Logistics and Fleet Operation (5%)

  • Ensure proper set-up and optimal utilization of IRC vehicles, appropriate driving service arrangement, and provide solutions for Fleet issues.
  • Provide effective transportation solutions to support program efficiency.
  • Dissemination and adherence to the vehicle safety policies by all vehicle users.
  • Develop country-specific fleet management policies that are consistent with local restrictions.
  • Analyze reports related to fuel consumption, vehicle maintenance schedules, fleet capacity, and operating costs for all sites and provide recommendations when appropriate.
  • Review regular issuance and usage of vehicle monthly reports to support the strategic decision-making process.

Support Partnership (40%)

  • Act as a focal person for the Supply Chain Unit in collaboration with the project team to support partnership activities in the Supply Chain perspective.
  • Conduct assessments, and provide training to improve the capacity of grantees, partners, and other relevant stakeholders on the Technical Supply Chain functions.
  • Support project cycle monitoring activities.

Compliance and reporting (20%)

  • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and logistics records.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
  • Ensure there are no negative audit observations/findings related to Logistics. If required, corrective action plans are developed & implemented to address audit findings.
  • Ensure that all IRC Thailand practices are compliant with global IRC and donor policies.
  • Act as a focal point for the Malaria Project to ensure compliance in accordance with the donor’s guidelines and the preparation of reports as required by the donor.
