Monitoring, Evaluation & Learning (MEL) Manager (Free State or Mpumalanga)

Purpose of the position (based in Free State or Mpumalanga)

The MEL Manager will be the lead technical expert for all monitoring, evaluation, reporting and learning systems and activities for a large-scale, donor funded HIV and TB prevention, care and treatment and health systems strengthening program in South Africa. They will lead efforts to strengthen strategic information (SI), monitoring and evaluation (M&E), and performance reporting within the target areas, including support to the Department of Health (DOH), health facilities, and local partners to monitor, document and analyze the performance of their HIV and TB services and activities and ensure data quality at all levels. They will liaise with relevant technical advisors and counterparts responsible for district and provincial level SI and M&E and provide technical support to improve health information systems.

This position is contingent upon funding.

Key Accountabilities

  • Direct the MEL team in all M&E activities, reporting on program performance, and generating and applying learning across the program cycle, in line with US Government (USG) and PEPFAR rules, regulations and compliance requirements
  • Develop and oversee the implementation of the Activity MEL Plan, including leading the development of MEL tools, platforms and methods that are appropriate to the scope, context, and technical requirements of the project.
  • Supervise and support the project’s MEL team and provide MEL technical training, mentoring, and coaching to project staff, partners, and other health system actors as appropriate.
  • Lead the collection, management and analysis of qualitative and quantitative data, ensuring disaggregated data and the use of gender- and inclusion-related indicators to assess how the project is impacting different groups.
  • Develop prototypes, proof of concepts, algorithms, predictive models, and custom analysis as needed and analyze large, complex datasets, using modern data science tools, techniques, and best practices including data cleaning, statistical analysis to summarize and visualize data. Help identify and create performance insights.
  • Liaise with relevant project and DOH technical advisors and counterparts responsible for provincial and local level monitoring and evaluation (M&E) and strategic information and provide demand-driven technical support.
  • Strengthen availability and use of high-quality data for decision-making at all levels of the project. Integrate data analysis, reflection and interpretation and use with ongoing project activities, including gender and inclusion analysis.
  • Strengthen BroadReach and partners’ data management and quality improvement systems, ensuring that performance data is audit-worthy and readily available. Where problems exist, support the identification of solutions. Lead data quality assessments of project partners.
  • Develop strong stakeholder, participant, and community feedback and response mechanisms to ensure that program interventions are effective and accountable.
  • In collaboration with the COP, develop and oversee the implementation of the project’s Collaborating, Learning, and Adapting (CLA) plan, learning agenda and knowledge management system across all project components and partners. Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
  • Oversee all assessments (baseline, midline, endline) and evaluation activities, including developing terms of reference and protocols for any externally commissioned work.
  • Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from the donor and other stakeholders.
  • Oversee and finalize all result focused reports, assessments, surveys, and presentations for use at internal or external meeting as required and represent BroadReach at national and provincial forums and meetings
  • Remain up-to-date on good practices and developments in M&E of integrated HIV and primary health care services to ensure program quality and impact.
  • Manage department costs against approved budget

Qualifications

Essential qualifications 

  • A Master’s Degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required. Note that substantial relevant experience can be substituted for some of the educational background

Experience & Skills

  • Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data-intensive, performance-based programs, preferably for a program funded by PEPFAR
  • Experience leading and managing a MEL team and providing ongoing coaching, mentorship and technical guidance to team members.
  • Demonstrated experience to identify needs for and design and implement evaluations and
  • assessments to further program performance
  • Demonstrated ability to portray complex data sets in easy-to-understand formats including
  • visualizations
  • Strong knowledge of South Africa’s health information systems and M&E processes. Familiarity with PEPFAR and USAID indicators and reporting requirements and DHIS2.
  • Experience deploying technology to improve MEL, including platforms for mobile data collection and cloud-based data management. Knowledge and working experience in the use of GIS mapping and other similar tools to target program interventions and resources.
  • Familiarity with adaptive management/CLA and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning
  • Experience with community-led monitoring and other participatory MEL approaches
  • Experience in leading and managing a technical team composed of several technical experts and fostering teamwork
  • Demonstrated written, presentation and communication skills in English
