Office of Facilities and Mission Delivery Project Management (OFMDPM) Officers provide tailored facilities products and services for internal Agency customers. They are responsible for creating safe, secure, and functional work environments to support the Agency’s global intelligence mission. At entry/developmental levels, OFMDPM Officers work under close guidance and supervision to manage and coordinate the activities of well-defined facilities project(s). At this level, officers participate in project planning, developing Statements of Work and estimates, implementation, monitoring cost, schedules, and performance, execution and managing customer expectations, potential risks, and quality assurance of all contracted activities related to construction management. Officers are also expected to perform general administrative duties, maintain current project management job knowledge, and obtain appropriate certifications. OFMDPM Officers are responsible for one or more facilities project management activities throughout the life of a project. Based on assignment, an officer may lead team members and contractors, travel domestically or overseas, and partake in sensitive and high visibility activities to achieve the project objectives and customer requirements. Officers may also participate in the management of construction, renovation, and property management issues for small to medium-sized Agency facilities, or participate in procurement activities in coordination with the assigned contracting officer. Additional duties of OFMDPM Officers include: work with contracted personnel to coordinate and oversee completion of activities in all phases of the project cycle of facilities-related construction projects; manage the project design and/or construction effort to include collecting requirements, preparing the Statement of Work, market research, assist with acquisition planning, and evaluating contractor performance; conduct technical review and evaluate project solicitations, proposals, quotes, and proposed change requests; review and approve shop drawings and submittals; conduct pre-bid and pre-construction site visits; prepare and distribute project communication with customers, management, integrated project teams, and stakeholders; conduct construction inspections to ensure conformance to design specifications and building codes; complete official weekly project status reports and enter contract status and other project data in MAXIMO or other applicable IT systems. This position requires a commitment to serve wherever mission needs are located. Officers must maintain an ongoing readiness to travel and relocate to meet short and long-term organizational requirements. A commitment to travelling overseas, including hardship locations, is required. Minimum requirements include a Bachelor's degree from an accredited university in Construction Management or an engineering discipline with a focus in facilities management or relevant years of work experience. One year of experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management. Thorough knowledge of building codes and ADA requirements and working knowledge of information technology, mechanical, electrical or communication systems. Additional Desired Requirements include excellent oral and written communication skills as well as excellent analytical skills. Strong customer service, interpersonal skills, and project management skills. Working knowledge of AutoCAD, MS-Office including Word, Excel and PowerPoint, is also desired.
