Raytheon Technologies is looking for experienced Supply Chain Acquisition Managers to join its Secure Sensor Solutions (S3) team. There are two positions available. One position will support the Future Aircraft & Sensor Technology (FAST) Product Line and the other position will support the Reconnaissance Solutions (RS) Product Line. Both positions report directly to the Sr. Manager of Supply Chain Acquisition, S3 within the Raytheon Intelligence & Space (RIS) business unit. You will lead a team of Acquisition professionals responsible for managing a portfolio of domestic and international major subcontracts, and procurement activities for your respective product line. You will ensure all subcontracts are fully compliant to policies/procedures and to the Federal Acquisition Regulations. You will assist in the development of material acquisition strategies and subcontracting plans, participate in gate reviews capture/proposal efforts, as well as facilitating relationships across organizations and suppliers. Activities and responsibilities include, but are not limited to:

  • Lead a team of Acquisition professionals. Provide coaching, mentoring, and career growth opportunities to your team while holding yourself and the team accountable to delivering results that support the goals of the business
  • Administer and manage multiple, high dollar major subcontracts of various contract types (ie – Firm Fixed Price, Cost Reimbursement, Services, etc.) ranging from $100K to in excess of $75M in value.
  • Oversee the planning, release and management of all aspects of the major subcontracts and procurement activities
  • Develop and manage routine and strategic relationships with suppliers, including risk-sharing arrangements.
  • Handle complex business relationships where the supplier is also a competitor and teammate
  • Lead and/or facilitate Product Line material acquisition strategies in close collaboration with the Supply Chain Managers, Front End of the Business, Product Line and Supplier Leaders across all phases of the product life cycle
  • Work with the Product Line team in evaluating supplier performance to plan, assessing variances, and initiating corrective actions.
  • As the primary focal point to the subcontractor, brief program management, customers, functional and business leaders on the status and issues affecting contract performance, cost and program execution risk
  • Develop supplier negotiation strategies and lead negotiations
  • Lead the development and compliance to subcontract management plans
  • Prepare and issue Request for Proposals (RFP) in support of program requirements. Review and lead the evaluation of subcontractor proposals and sourcing, including fact finding and cost and pricing analysis management
  • Ensure strict adherence to subcontract compliance with public law and Raytheon policy and procedures, understanding and applying, as appropriate, Federal Acquisition Regulations (FAR/DFAR), ITAR and import/export requirements
  • Coordinating with Global Trade Compliance on ITAR and other Import/Export related topics

Required Skills:

  • Demonstrated ability to lead, coach, mentor, and grow a team in a dynamic environment
  • Minimum of 10 years of relevant Aerospace and Defense industry subcontracts management, material program management or related experience in managing U.S. Government or DoD programs
  • Working knowledge of Government regulations (ie – FAR/DAR) and Public Laws
  • Experience reviewing comprehensive Supplier Statements of Work (SSOW)
  • Demonstrated ability to administer and manage development and production firm fixed price and cost reimbursement (cost-plus) type contracts, specifically: Cost Plus Award Fee, Cost Plus Incentive Fee and Cost Plus Fixed Fee type contracts
  • Excellent presentation, oral and written skills to include briefings to Executives and Senior customers
  • Experience in Earned Value Management and/or Cost Account Manager (CAM) activities
  • Proficient with Microsoft Office programs (Excel, Projects, Word, PowerPoint) Experience with risk management, who has led, facilitated, identified problems, and engaged appropriate stakeholders, to develop and implement a solution
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Desired Skills:

  • Strong negotiation, leadership and interpersonal team building skills
  • Understanding of Termination Liability and Expenditure profiles
  • Understanding of Change Management and Configuration Management
  • Thorough knowledge of subcontract formulation, Supply Chain practices, and pre/post award subcontract administration.
  • Proven negotiation skills with the ability to define strategies and assist in negotiations
  • Experience implementing Six Sigma principles, Six Sigma Certification or equivalent
  • PRISM or SAP Experience
  • Active DoD Security, SSBI clearance highly desired
  • EVMS Certification
  • NCMA Certification

Required Education (including Major):

  • Bachelor's Degree (B.A. or B.S.) in business, management, supply chain management, contracts or related experience
