The COBRA DANE radar sensor is a ground-based, computer-driven, L-band phased array radar located at Eareckson Air Station (AS) (EAS) on Shemya, Alaska (AK). Its primary mission is Ground-Based Midcourse Defense (MD) with a secondary mission of Space Situational Awareness (SSA). Operational control for the COBRA DANE radar sensor is under the United States Strategic Command and supported by Air Force Space Command.

This Program will deliver world class Operations, Maintenance and Support (OM&S) and Depot and Sustainment (D&S) for the COBRA DANE (CD) phased array radar. Raytheon’s experience in support of COBRA DANE and other large/sophisticated high power radar systems provides the high technological capability, foundation, and infrastructure required, along with the corporate resources to deliver continuous successful COBRA DANE mission performance.

As a Technical Subcontract Manager (TSM) for the Cobra Dane program, you will be the technical expert with specialized skills in the management of Technical Subcontracts. The Technical Subcontract Manager (TSM) is responsible for providing technical oversight and direction and has access to the Engineering Organization for systems, software and hardware technical evaluation and support. Responsibilities also include technical support to a subcontractor as stipulated within the Subcontract Statement of Work (SSOW).

Responsibilities include:

  • Support an integrated effort to ensure procurement specifications are consistent with the Statement of Work (SOW)
  • Write Subcontractor Statement of Works (SSOWs) ensuring all applicable Customer requirements are flowed to the Subcontractor
  • Update SSOW technical content and Subcontract Data Requirements Lists (SDRL)s to be consistent with the negotiated subcontract technical scope
  • Track all SDRLs to ensure on time delivery from Subcontractor
  • Conduct fact-finding of the subcontractor’s proposal.
  • Conduct subcontract technical reviews
  • Perform cost and schedule variance investigations as directed by Program Subcontract Manager (PSM)
  • Perform evaluations for technical portion of award fees
  • Monitor and manage key subcontractor processes
  • Review, comment and approve subcontract technical deliverables
  • Perform in-process technical reviews and assessments
  • Manage product acceptance. Monitor and manage key subcontractor processes
  • Identify proposed changes in subcontract technical scope to the subcontractor
  • Serve as the single point of contact that owns the technical content of the subcontract, spanning hardware, software and systems
  • Perform cost and schedule variance investigations as directed by Program lead
  • Perform Control Account Manager activities for the TSM budget

Clearance Requirements: Must be a US Citizen with the ability to obtain and maintain a Secret clearance

Required Skills:

  • Experience in Technical Subcontract Management (minimum of 2 years or equivalent)
  • Experience using Systems Engineering Lifecycle and associated processes (minimum of 4 years or equivalent)
  • Direct experience and understanding of Technical Subcontract (TSM) to include assembly of the technical data package, validation of the supplier SOW, Monitor the subcontractor progress, perform product acceptance, supporting source selection implementation of the approach for managing suppliers and review of subcontractor documents/deliverable.
  • Direct experience and use of EVM principles
  • Direct experience and knowledge of government contracts and contracting processes
  • Experience evaluating subcontractor performance and deliverables.

Desired Skills:

  • Active Secret clearance
  • EVM certification
  • Requirements management and elaboration experience.

Education Requirements:

  • Bachelor’s Degree in Science, Technology, Engineering, Mathematics (STEM), or related STEM degree program from an Accredited University/School/College with 8+ years of relevant work experience - or
  • Master's Degree in Science, Technology, Engineering, Mathematics (STEM), or related STEM degree program from an Accredited University/School/College with 6+ years of relevant work experience
