Come join our team in Cedar Rapids, IA where we are currently searching for an Associate Director to manage & lead our Test Engineering Design Services (TEDS) organization for our Mission Systems business unit.

Job Description and Summary:

The TEDS organization develops and provides robust, repeatable and reliable turn-key test solutions that support production build and test, Collins Service Centers, and external Depots (both domestic & international). Some provided design services include system design, build, integration and deployment efforts of signal conditioning interfaces, fixturing, cable harnesses, software and COTS test and measurement equipment arrangements for either highly automated or manual testing suites. TEDS is a single source, multi-disciplined organization (Systems, Electrical, Software, Mechanical and Project Engineering) supporting the entire product development life cycle for test equipment needs, with high attention to defect containment, audit worthy documentation, long term support and sustainability for the production and service test environments.

As the Associate Director for the TEDS organization, you will be a leader-of-leaders responsible for strong leadership, guidance, professional accountability, hiring and training of new engineers to support test engineering projects. You will also be responsible for identifying the necessary skills, staff, facilities and equipment needed for successful execution of projects within the team. Having strong leadership and organizational skills for this 65-Engineer (and growing) team, as well as project management experience, is a must. We will look to you to bring excitement and passion to this role with similar expectations of your teams.

In this role, you will also be responsible for adherence to capital and operating cost/schedule budgets, work plans, performance requirements, and the planning for the acquisition of test equipment. Ensuring that your teams are responsible for on-time delivery to various locations against program plan will be quite important.

Your diverse array of job responsibilities will include:

  • Lead test solution development projects that are robust, accurate, reliable and scalable to accommodate evolving performance requirements.
  • Employ strong leadership and management skills required to lead cross functional teams in the development of electronic test engineering solutions.
  • Perform staff management activities including performance connections, career development, coaching/mentoring, salary & promotion planning, goal setting, reward/recognition, and active performance management as needed. 
  • Drive overall successful project execution and ensure your development teams are responsible for meeting cost & schedule requirements per program plan.
  • Ensure your teams are properly trained with required skillsets and are properly sized with the resources required to meet program deliverable expectations.
  • Mentor and guide your staff at all levels to improve technical skill development and ensure compliance to Collins Management System (CMS) development processes and standard work requirements.
  • Drive consistency with program execution while enforcing earned value methodologies with strong Project Engineering oversight and the creation of well-defined schedules that close on & are synchronized with the programs’ IMS.
  • Assign technical resources to work assignments (workforce allocation).
  • Support the development of common architectures your development teams can build from to promote common parts usage, streamlined design processes, reduction in NRE development, cost & schedule savings, consistency for downstream users, continuous improvement, etc.
  • Be accountable for the development of accurate engineering bids to ensure success at CMS Gate 3 (authorization to submit proposal).
  • Drive architecture designs to use and interface with other Collins common tools & process (BMW, Staffing Center, PARS, SAP, OCKMS, ISAT, IROM, etc.).
  • Empower high potential employees and move them forward to leadership readiness while employing vigilance in communication, observation, evaluation and training.
  • Develop solid relationships with Hardware/Product Engineering and Value Stream Management teams and drive/enforce effective collaboration methods required for predictable, consistent, and responsible program execution.
  • Promote an inclusive culture while putting balanced emphasis on fairness, resilience, engagement, accountability, structure, diversity, and excitement with focus on developing high-performing teams.
  • Drive the use of metrics, score cards, stoplight charts, etc. to highlight program status and promote accountability of TEDS Engineers and customer stakeholders.
  • Motivate and encourage a high degree of engagement and performance within your organization by using reward & recognition techniques to acknowledge team value.
  • Strategize future-state integration road-map opportunities to proliferate TEDS common architectures and development processes across other MiS sites.
  • Provide support to and be a sponsor of the Collins Test Engineering Community of Practice (CoP).
  • Drive continuous improvement opportunities using ACE principals & tools to improve people, processes, and tools within TEDS.

Basic Qualifications & Key Attributes/skills required (or preferred):

  • US Citizenship
  • Ability to obtain a DoD Security Clearance preferred
  • Bachelor's degree in a Science, Technology, Engineering or Math (STEM) discipline; Master’s degree preferred; MBA preferred.
  • Minimum 10+ years of experience in engineering with Bachelor’s degree min.
  • Ability to “effectively” interface with Eng. Managers, Technical Project Managers, Value Stream Leaders and Operations Managers across all Collins business areas.
  • Experience in supporting pursuit activities, including bids and proposals. 
  • Experience identifying and tracking work packages that can be worked by subcontract companies.
  • Experience with Engineering, Design, and Production validation processes with focus on factory transition requirements.
  • Salary/Merit and promotion planning experience.
  • This position may require occasional travel (domestic and international).
  • Prior engineering project leadership/management experience is required.
  • Strong organizational and critical thinking acumen with excellent verbal and written communication skill.
  • Results-oriented and motivated to provide solutions with measurable benefit.
  • Demonstrated performance as a self-starter and an initiative-taker with the ability to manage multiple team priorities while meeting program schedule commitments
