The Force Element Terminal (FET) Development Program Manager supports the FET Program Manager by managing all facets of the full development scope of the program.

The FET program will design, develop, test, integrate, and plan for logistical support of the FET system. The program includes the fabrication of prototypes and test assets used for reliability growth testing, contractor qualification testing, software development and integration, government testing, and platform integration lab activities. The FET Development Contract includes technical support to B-52 and RC-135 for aircraft terminal integration. Flight testing is included. FET is designated a Section 804 acquisition (FY16 NDAA - SEC. 804. Middle tier of acquisition for rapid prototyping and rapid fielding.)

The FET program is a large, complex, multi-year program that is planned to be staffed with a Lead PM and respective PMs for the two concurrent program pathways that include:

  • Rapid Prototype pathway - Build/deliver 5 baseline systems from existing AEHF product line. Baseline system functional requirements defined and proposed by RTN. Requirements a subset of FET SRD. Mature/retrofit the five systems for Safety of Flight compliance (CPIF). SOF parameters to be supplied/negotiated. Approx. 35 mos overall PoP from contract award to Rapid Prototype flight test completion
  • FET Development Program pathway - Full-scope development program. Total of 12 systems (“test assets”) to be delivered. Nuclear Survivability (NSV) design, qualification, NSA certification required. The scope also includes a dual, concurrent amplifier development effort. The Program Manager will have responsibility for all facets of the program including the development, Integration/Test, Qualification and early production deliveries. The role requires strong customer intimacy with accountability and responsibility for managing this program successfully. Additionally, this role will directly interface with the customer and Government representatives (including NSA) as well as consultants to ensure continued alignment with customer requirements and program execution. Specific Tasks Include:

  • Accountable and responsible for supporting the Lead Program Manager in the execution of the FET program with a focus on execution and early development milestones.
  • Responsible for working closely with the Lead PM, Rapid Prototype team and Gov’t stakeholders on requirement trades and baseline development scope evolution/change management and execution as the program works more closely with Gov’t Air Platform Program Offices and key industry partners.
  • Monitors the executable program baseline along with program risk and opportunity register. Uses approved control systems to accurately report program progress, identify potential problems early enough for corrective action to be taken and ensure contract commitments are met.
  • Establish and maintain a strong working relationships with customer thru constant customer contact via email, phone and face to face meetings, including periodic domestic travel.
  • Responsible for supporting regular reporting to senior leadership on program performance, forecasting, Monthly Business Operations Reviews and quarterly Estimate At Completions (EACs).
  • Acts as a support leader responsible for meeting contractual commitments including the financial, quality, and schedule performance using the approved business model and management tools including EVMS, IPDS and PRISM.
  • Collaborates with functional teams to ensure the application of appropriate, effective support resources to overall Business/Program execution efforts.
  • Ensures alignment of human and capital resource requirements to achieve contract performance
  • Work with technical staff to evaluate Engineering Change Requests and develop cost estimates
  • Identify areas of increased scope and provide compliant proposals to capture additional Bookings.

Required Skills:

  • 10 years of professional related working experience.
  • Customer Interface experience such as presenting program status utilizing business and project management tools and procedures such as IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC .
  • Working knowledge of PM best practices and processes to include capture management and pre-production.
  • Strong communication skills and experience presenting to customers and senior leadership.
  • PM Certification Level 4 (Or equivalent external certification)
  • Active DoD Secret Clearance or ability to obtain interim DoD Secret prior to start.

Required Education:

  • Required Education - Bachelor’s Degree in Engineering, Science, Math or Business
  • Desired Education - Master Degree in Engineering or MBA
