The Maritime & Littoral Systems (MLS) product line is seeking a Program Manager to support modernization programs and pursuits across multiple growth opportunities involving new capabilities, product enhancements, and obsolescence retirement across the portfolio. The position is responsible for supporting capture activities as well as managing development phase programs. Responsibilities include cost, schedule, and technical execution of each opportunity or program. The PM is responsible for interacting with customer to support shaping opportunities, managing proposals, supporting negotiations, and initial contract start-up and execution. This position will lead cross-functional teams through-out the proposal process and program start-up to ensure all programmatic and technical requirements are met.
Additional Responsibilities:
- Profit and loss accountability for assigned opportunities/programs
- Responsible for meeting customer commitments and contract deliverables as well as actions associated with program reporting and cost / schedule control
- Proposal / Capture manager to support growth goals and support the MLS 5 year plan
- Support the management of NBI and establishing customer intimacy and knowledge to develop business opportunities, provide recommendations that lead to contract award
Required Skills:
- Minimum 8 years professional experience, with relevant experience in Program Management, Cost Account Management, IPT leadership, or similar
- Working knowledge or experience in development environment with integrated master schedule, Risk and Opportunity management, Earned Value management, closed loop corrective actions, financial reporting and proposals
- Effective communication/presentation analytical and problem solving skills
- Leadership skills to effectively work across cross-functional teams to meet program objectives
- Customer focused
- Front-end of the business Capture and/or Proposal Experience
- Awareness of best practice application, prefer Program Management Best Practices
- Ability to achieve PM Certification within 6 months of assignment
- Ability to obtain DoD Secret Clearance within 1 year of the start date
- U.S. Citizenship is required as the position will require the ability to access US only Data Systems
Desired Skills:
- Strong business sense to proactively identify and resolve problems, quickly and efficiently
- High level of proficiency with MS Office Suite including MS Project
- Effective interpersonal skills especially in team building and customer relationships
- Experience across multiple lifecycle phases (Development, Transition-to-Production, Production, Sustainment)
- Technical knowledge of Electro-optical / Infrared Systems and / or similar technologies installed on air, sea or land platforms focused on Intelligence, Surveillance and Reconnaissance (ISR), armed ISR and Air Defense applications
- Existing Department of Defense Security Clearance
Required Education:
- Bachelor’s Degree in Business, Finance, Engineering, Math, Science or related discipline
Desired Education:
- Master’s Degree in Business, Finance, Engineering, Math, Science or related discipline
