Job Description:
Enterprise Services/ Global Finance has an excellent opportunity within the Estimating Organization for a Senior Proposal Analyst. This is an exciting opportunity to become and integrated team member supporting proposal efforts for both the U.S. Government and International customers. This position will report into the Marlborough Estimating & Pricing Group.
The successful candidate will:
- Provide Pricing and cost Proposal development for new business and follow-on opportunities
- Support all phases of the proposal process from proposal development through negotiations
- Compile cost, schedule and technical elements in the development of proposals in accordance with the Request for Proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
- Prepare pricing instructions for proposal kick-off
- Set up pricing structure in SBT and ACES our pricing tool; manage access and inputs
- Analyze Basis of Estimates(BOEs) to ensure reasonableness and adequacy
- Develop custom cost formats and cost models to meet RFP requirements
- Prepare internal (Gate 4) management reviews up to the Director level in accordance with the proposal schedule
- Support DCAA/DCMA audit requests and customer requests during fact-finding
- Participate in the strategic development of winning proposals and new business opportunities
- Act as a valued functional business partner whilst support all proposal objectives
Required Skills:
- Experience as a member of an overall proposal team
- Understanding of government regulations related to the development and negotiation of cost proposals (FAR, DARS, CAS, TINA)
- Solid understanding of common industry proposal related policies, procedures and concepts
- Support proposal activity at other locations, as needed
- Experience with IPDS and the Capture/Proposal Process (Gate Review Process)
- Experience with CAS & Disclosure Requirements including TINA
- Must possess strong MS Excel and analytical skills
- Must have strong verbal and written communication skills, as well as the ability to interact face-to-face with senior levels of management and customer organizations
- Ability to learn processes quickly and apply knowledge to unique situations
- Organized, ability to manage time and prioritize workload
Desired Skills:
- Experience working with the ACES pricing tool and SBT Engineering estimating tool
- Finance/Accounting experience
- Good communication, presentation, and teamwork skills
- Ability to support the DCAA/DCMA audit process
- Knowledge of Supply Chain Management and the procurement process
- Must be able to work in a very fast pace environment and adapt quickly to changing requirements
- Develop solutions to a variety of problems of significant scope and complexity
- Flexibility to deal with a wide range of work assignments
- Ability to work independently as well as part of a team
- Self-motivated and able to work through problems with minimal supervision
Required Education:
- Bachelor's Degree from accredited university or college in Business, Finance or Accounting and a minimum of 4 years' experience in Finance, Accounting, Business or related field
