Job Description:
The Systems Engineering Center (SEC) is seeking strong, technically sound engineering leaders committed and passionate about creating innovative, cost-effective solutions for complex remote sensing applications. The successful candidate will be a member of the Intelligence, Surveillance, Reconnaissance and Communications Department and will be responsible for ensuring the technical integrity and quality of the systems engineering work throughout the program life cycle of a large Intelligence, Surveillance and Reconnaissance Communications (ISRC) RF Program, including IRAD and related pursuits. The Lead RF System Engineer will be responsible for the development of enterprise level, multi-segment requirements and will have experience with developing sensor mode requirements. The successful candidate will interface directly with customers and across all IPTs, including system architects, and system/subsystem designers. The Lead RF Systems Engineer will provide technical leadership and oversight from requirements definition and flow down, to system verification and validation to ensure compliance with engineering processes and procedures throughout all phases of the program. External to the program, this position interfaces with the Program Area Chief Engineer, Business Area Chief Engineer and Functional Managers as well as non-engineering organizations such as finance, operations, supply chain, contracts and mission assurance.
Required Skills:
- Minimum of 10 years of RF Space Systems engineering experience
- Demonstrated experience with defining and developing RF Payload systems and architectures
- Demonstrated experience with defining enterprise level, multi-segment requirements
- Technical team leadership participating in technical peer reviews throughout the product lifecycle of design, development, integration and test, and requirements verification
- Demonstrated experience in providing technical leadership and oversight of a Space product development effort, including requirements development, allocation, verification and analysis; hardware and software system level integration, validation and verification and interface definition; CONOPS development; and management of technical performance measures
- Willingness to mentor program junior engineers and review their work for quality
- Ability to maintain technical baseline control within fixed cost and schedule constraints
- Ability to effectively act as the bridge between program management and technical staff
- Ability to foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges
- Experience supporting the development of new business proposals and pursuits
- Active SSBI
- U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
Desired Skills:
- Experience in RF engineering and design integration – interpreting sensor/payload/mission requirements and decomposing to design requirements and verification techniques
- Experience as Lead Systems Engineer on a large RF space program or another role providing technical leadership to a large engineering team
- Mode analysis and algorithm development;
- Experience in proposal development including creations of Basis-of-Estimates
- Experience in development (design, fabrication, integration & test) of high reliability space products
- Experience in leading design reviews (e.g. System Requirements Review, Preliminary Design Review, Critical Design Review) and establishing technical baseline
- Experience with the technical review and approval of proposals and Gates to ensure technical and execution feasibility
- Experience with system or subsystem level Integration, Verification and Validation (IV&V)
- Experience with identifying critical staffing resources to update staffing plans to address technical development areas
- Experience with developing and presenting technical briefings to the customer and company leadership
- Experience effectively leading teams of technical experts to resolve challenging technical problems
- Experience identifying engineering resources needed to get required engineering work product requirements done (people, processes, facilities & tools)
- Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
- Ability to access US only data systems
- Familiarity with cost and schedule management using a government approved Earned Value Management System
- Proposal management, from initial pursuit and capture planning to proposal delivery
Required Education (including Major):
- Bachelor’s degree in Science, Technology, Engineering, or Math (STEM), or Master’s degree in relevant field with 10 years of engineering experience
