The RMD Mission Assurance (MA) organization assures that compliant products are delivered to the customer with NoDoubtTM performance and will work reliably throughout the product life cycle. Our goal is to establish, maintain and oversee compliance to Quality and Mission Assurance policies and practices which are aligned across RMD.
We are seeking an In-country National Advanced Surface to Air Missile System (NASAMS) Quality Program Lead (QPL) to serve within the ILand Warfare & Air Defense (LWAD) Mission Area. The QPL will ensure that customer expectations and end-user objectives are satisfied, while leading a team of Mission Assurance and Quality professionals, to ensure the successful integration and execution of RMD processes and procedures in support of the LWAD business.
This is a long term three-year MOU administered by International Assignment Services (IAS) in Qatar and requires the eligibility to obtain a security clearance.
Key Responsibilities:
- Serve as a key member of the program leadership team, ensuring successful program performance by ensuring conforming products and services through effective collaboration, compliance to processes and procedures
- Lead integration and execution of team of Quality professionals across disciplines
- Work collaboratively with cross-functional partners and customers to ensure alignment and ensure customer requirements are met
- Ensure effective root cause analysis and corrective actions
- Assist Mission Assurance efforts for program bids, proposals, and Estimate-at-Completions (EACs)
- Drive compliance with the RMD Quality Management System while driving continuous improvement
- Participate in test preparation and execution to ensure requirements are verified
- Review Risk and Opportunity data to lead projects to eliminate risks and/or realize opportunities
- Investigate failures, participate in failure review boards, support failure investigation teams and drive root cause analysis
- Drive continuous improvement
- Participate in System Integration and Check Out (SICO) along with product sale
- Represent Mission Assurance and interface with all site OCONUS personnel including Qatari customer, CONUS and OCONUS Raytheon Technologies management team, and government personnel
Basic Qualifications:
- Minimum of 10 years as a QPL or in a quality engineering discipline serving on programs, or having served on a program leadership team staff in a technical discipline
- Currently hold a Secret Clearance
- Experience with Quality systems, ISO 9001, AS9100, AS9102, and/or quality sciences / statistical analysis processes and tools
Required Education: Bachelor’s Degree in Engineering, Science, Mathematics or related technical discipline
Preferred Qualifications:
- Prior on-site experience working in a Mission Assurance related capacity
- Prior experience working with an international customer
- Existing NASAMS knowledge and/or worked with fielded NASAMS units
- Existing/Current ASQ and/or Raytheon program management certification
- Demonstrated experience driving successful performance of subcontractors, suppliers and/or IOTs
- Demonstrated application and knowledge of Earned Value Management System (EVMS)
- Experience developing and reporting Estimate at Completion (EAC)
- Experience in risk mitigation and opportunity management
- Experience with DoD, ISO, AS/QS, GMP, and other national / international standards
- Knowledge of product life cycle from design through sustainment
- Knowledge and experience in the effective use of Root Cause Corrective Action containment and analysis process and tools
- Excellent collaboration, verbal and written communications and interpersonal skills; ability to effectively persuade and influence through positive communications with stakeholders, team members, suppliers, and program management
- Experience with Integrated Product Development Systems/Integrated Product Development Process (IPDS/IPDP)
- Existing US DoD Secret (or higher) clearance
- Root Cause Analysis and Corrective Action expertise
- Experience leading PFMEA/DFMA/DFSS activities
- Provided production support of an active product line and/or transitioned designs to production
- Demonstrated Applied Critical Thinking Skills
- Ability to influence without authority, experience with cross functional teams
- Experience in multiple phases of the program/product life cycle
- Ability to prioritize work load in a multi-tasking, resource constrained work environment
- American Society for Quality (ASQ) Certification, R6s Expert or Six Sigma Black Belt
- Raytheon Six Sigma Principal Specialist or Expert
- Minimum of Mission Assurance Certification Program Hardware Level 5
- Excellent written and oral communication skills, including experience presenting to leadership & negotiation skills
- Travel domestically or internationally up to 20% from Qatar
