Manager III Hardware Qual Engineer

Raytheon Intelligence and Space is seeking successful candidate for a Section Manager within the Hardware and Software Quality Engineering organization, who will have responsibility for the leadership of a group of Quality Engineers at various IIS locations. The position will also be the Product Assurance proposal and Product Assurance process lead for the Indianapolis facility. The description of duties are:

  • Be accountable to lead a diverse group of Quality Engineers, bargaining unit inspection personnel and other professionals through personnel hiring, performance management, senior leadership engagement, implementation of organizational personnel strategy, and process ownership.
  • Provide workload assessments to determine headcount requirements and manage the same based on program and other company workload needs.
  • Prepare and manage department level budgets and prepare variance explanations as needed.
  • Oversee, approve, and provide compliant Product Assurance proposals per internal and customer requirements to include Basis of Estimate (BOE) narratives from various sources including historical programs and engineering ‘bottom up’ processes.
  • Further develop Product Assurance estimating processes and tools to align with continually changing customer and internal environments, specific requirements, and with a goal of efficient and accurate BOEs.
  • Support front end of the business (FEOTB) Product Assurance activities including milestone gates, color team reviews, and proposal activities through contract award and assist with transition into execution phases.
  • Understand the requirements of ISO9001/AS9100 to ensure compliance
  • Partner with other functions to achieve business goals, as required
  • Provide liaison support for customer representatives including Defense Contracting Management Agency (DCMA) Quality and Engineering departments.
  • Provide liaison support for Manufacturing and Depot Operations (MDO) in the Indianapolis facility. Support MDO improvement initiatives through resources, metrics, and audits.

Required Skills:

  • 8 years of applicable experience
  • Must be a US Citizen with current/active Secret clearance or ability to obtain in a reasonable amount of time
  • Proven ability to manage and motivate professional and bargaining unit employees in a matrix environment
  • Experience working effectively with cross-functional teams
  • Experience in the areas of quality, auditing, inspection, integrated supply chain, and/or operations
  • Experience in root cause/corrective action, and process improvement methodologies
  • Experience reading, comprehending, and interpreting customer contractual and proposal documents
  • Experience working within an ISO 9001 and/or AS 9100 Quality system in manufacturing and engineering environments
  • Experience creating and reviewing Quality processes and procedures for compliance and efficiency
  • Experience in performing product and process audits, first article inspection, physical configuration audits and quality assurance testing
  • Excellent verbal and written communication skills
  • Working knowledge of MS Office products such as Word, Excel, Project, SharePoint, and Visio
  • Experience interfacing with a US Government customer
  • Experience supporting program and business management reviews
  • Experience in creation of metrics, statistical process control, and data analysis
  • Experience interpreting part and assembly drawings and/or infrastructure diagrams and reviewing technical data packages
  • Experience in inspection and inspection methodologies including dimensional measurement techniques and tools, such as calipers, micrometers, etc.
  • Experience with COTS integration programs

Desired Skills:

  • Six Sigma training/certification
  • Earned Value Management experience
  • Experience with SAP or PRISM (Process Reinvention Integrating Systems for Manufacturing)
  • ASQ certification such as CQE, CSQE, CMQOE, CQA
  • Experience with Software programs
  • Experience with Cyber programs
  • Experience in a DevOps environment
  • Current DoD Secret Clearance

Educational REquirements (including Major):

  • Requires a Bachelors Degree in Science, Technology, Engineering or Math

This position requires either a U.S. Person who is eligible to obtain any required Export Authorization.
