This position is for a Senior Supply Chain Proposal Analyst in the NMS Proposal Excellence function, supporting proposals as both a proposal analyst and to include material program management responsibilities. As a senior proposal analyst, the position will be responsible for managing the workload for a specified mission / product area in coordination with the Material Program Managers (MPMs). This role will include the coordination of efforts and reporting of the proposal activities on a regular basis. This position may be located in either Indianapolis, IN, Richardson, TX, Dulles, VA or El Segundo, CA.
The Supply Chain Proposal Analyst responsibilities include development of material pricing strategies and the tactical execution of the Supply Chain bidding process in accordance with the company policy and FAR requirements. The position requires the ability to develop and execute a Supply Chain Action Plan in collaboration with the Program and Functional leads to ensure the material pricing is responsive to the RFP while identifying areas of risk to the program. This also includes all flow down requirements to be coordinated with suppliers though the Supply Chain Subcontracts and Procurement organizations, alongside successful coordination with Program Managers, Material Program Managers, Contracts, Purchasing/Subcontract Managers, and Pricing & Estimating Leads in order to secure responsive bids from Raytheon Technologies suppliers.
Job responsibilities will include the evaluation of customer RFPs to develop responsive material pricing plans that satisfy program needs in order price and analyze the Bill of Materials. The position requires the an understanding of Bill of Material indentures, WBS structures, and the application of Material Adjustment Factors, (Escalation, Scrap, ECN, Design Growth and Purchase Variances) in accordance with the company policy. The position also requires knowledge of the Advanced Corporate Estimating System (ACES) to ensure the development of material costs are properly mapped to the required WBS/CLIN framework of the proposal. In addition, the position requires the ability to prepare management review documentation as defined in IPDS Gate review charts and the ability to clearly communication with all levels of Program and Executive management, how the material is responsive to the requirements of the proposal.
