Raytheon IIS Mission Assurance (MA) is looking for a high-energy, self-starting team player who achieves goals and strives for continuous improvement for the role of Program Quality Engineer (PQE) for the Crane Radar Restoration Program. This role supports shipboard radar antenna overhaul and repairs to include refurbishment of shipboard radar arrays and pedestals. These services will include, but may not be limited to assessment, repair and testing support of antennas at contractor and customer facilities, including overhaul and refurbishment services for a wide range of ship board radar antennae.
The role will require extensive interaction, communication, decision making and planning between the program, the customer, and suppliers in assuring unique program requirements are met. The PQE will act independently as the final word on product quality for Raytheon in communications with both customer and suppliers and as such will need a strong understanding of contractual and product quality requirements. The PQE will also need to act in the Supplier Quality role by providing Quality flowdowns on purchase orders, supplier assessments, source inspections, Supplier Qualification and Special Process requirements focused on Navy shipboard radar refurbishments and repairs including organic and inorganic coatings, corrosion control, and test procedures.
The PQE responsibilities include, but are not limited to:
- Support development and maintenance of a Quality Plan which comprehends the program and internal requirements in coordination with other program stakeholders
- Interfacing directly with the Customer’s Program and Quality personnel to ensure accurate communications especially regarding contractual requirements and product acceptance criteria.
- Providing expert assessments of repair and or refurbish activities including paint and other coatings.
- Lead final acceptance activities with customer personnel.
- Provide MA leadership and program support including metrics and various reports to program and functional leadership.
- Work closely with other functions including Program Management, Supply Chain and associated IPTs to affect rapid closure of issues utilizing analytical capabilities and communications skills including formal root cause and corrective action.
- Monitoring supplier performance analyzing and assessment supplier performance data to identify trends, analyzing opportunities for preventive or corrective actions (e.g. Supplier Development or Corrective Action activities), supporting supplier continuing improvement actions, presenting status/analysis to program team Supplier Quality Plan and program cadence
- Lead and perform supplier First Article Verification, In-Process and Source Surveillance, Audit and Assessment Activities
- Frequent reporting (or support reporting) to internal Raytheon entities and customer on program performance, issues and strategies
- Support flow down of requirements to sub-tier suppliers and ensure compliance with those requirements.
This position is based in Bedford, Indiana. Some travel to integration sites, customer and other supplier facilities will be required.
Required Skills:
- 6+ years’ experience with Engineering, Quality, and/or Supplier Management
- Current Certification to NACE CIP Level 1 or SSPC PCI Level 2 or ability to achieve certification in a reasonable amount of time.
- Must be a US Citizen with existing Secret clearance or ability to obtain a secret clearance with interim clearance
- Demonstrated lead in job assignments and excellent collaborator in high intensity environments
- Solid knowledge of and experience in US Military refurbishment programs with an emphasis on shipboard radar
- Experience with external customer (government) assessments / audits and presentations for sale
- Proven experience in balancing priorities in multi-Company and/or multi-functional program organizational constructs
- Solid experience building and maintaining relationships with multiple customers or partners (both internal and external to the company)
- Strong planning, facilitating and team building skills
- Experience in root cause/corrective action, and problem resolution of technical and/or quality issues
- Excellent written / verbal communication and presentation skills
- Experience in a production environment
Desired Skills:
- Experience working offsite at supplier facilities highly desired
- Experience performing supplier assessments (product/process)
- Management, supervisory or IPT or other team lead experience a plus
- 5 years experience in Navy shipboard radar refurbishment inspection
- General knowledge of how aerospace and defense specifications/standards are flowed into quality and qualification requirements for purchased material
- General knowledge of industry technical standards (such as ANSI, ASTM, etc.)
- Strong knowledge of Root Cause/Corrective Action practices (5 Whys, fishbone, etc.)
- Lean and / or American Society for Quality (ASQ) Certification (CQE, CQM/OE, CSQE, CQA, CRE, etc.
