An opening for the Operations Manager / Control Account Manager is available. The candidate will be part of a team responsible for the financial and schedule management of >$30M in estimate to complete against a diverse technical set of WBS elements on a highly visible program. This role will support an Integrated Product Team (IPT) and provide cross-IPT coordination; conduct baseline change management; identify root causes of baseline variance and propose / oversee implementation of corrective action plans; generate quarterly estimates at complete (EAC); and provide timely input to program financial control and schedule planning activities.

The Ops Manager will act as a liaison between the Program Operations team – planning and finance - and the IPT technical staff to construct detailed execution plans that are incorporated into the Project based IMS and MPM based financial baselines. The candidate will also support monthly forecasts, staff plans, R&O management, and funding analyses. Lastly, the position will support requests for change (RFC) in the development of Engineering Change Proposals. The Ops Manager will need to be able to work as part of a team and effectively communicate results clearly to multiple stakeholders.

Required Skills:

  • Demonstrated leader with 8+ years of hands on or project management experience, including baseline planning and management, in large-scale programs that include multi-site coordination, installation, and activation, with 3+ years working with Government customers. Demonstrated experience in work execution planning and tracking that work to closure.
  • Managed Resources, Costs, and Schedule execution and subsequent performance for areas of responsibility in a Work Breakdown Structure (WBS)
  • Previous experience with program operations related Earned Value functions including Finance, Planning, Estimating, Contracts, and/or Supply Chain Management.
  • Experience using tools and metrics to manage development activity, including EVMS and IMS; proficient with Microsoft Excel and Microsoft Project
  • Demonstrated ability to follow established SEIT, HW, SW, and program processes and procedures. The ideal candidate must have the ability to grasp the technical work that must be accomplished and an understanding of the amount of labor required to complete the work.
  • Experience at technical interchange meetings with the team members and other program personnel, and representing IPT in program operation matters
  • Demonstrated self-starter – proactive in determining goals and objectives and pursuing the necessary course of action.
  • Demonstrated ability to establish and maintain good working relationship with all levels of the organization, including government customers, subcontractors, program PMO/IPTs/CPTs, and engineering organizations
  • Demonstrated written and oral communication skills, including presentation skills
  • Must be able to support casual overtime requirements due to program business rhythms

  • Raytheon PM Level 6 Certified
  • EVMS Certified
  • Ability to apply, interpret, and provide execution leadership on Raytheon Policies and Procedures
  • Ability to identify, construct, and manage IPT metrics collection and reporting
  • Ability to multi-task and be able to support a dynamic team environment
  • Ability to obtain a secret clearance

Education Requirements:

Bachelor’s Degree in Science, Technology, Engineering, Mathematics (STEM), or related STEM degree program from an Accredited University/School/College with 8+ years of relevant work experience

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
