Position: Lower Tier Air and Missile Defense (LTAMD) Lead and Fort Bliss Site Executive

Reporting to the Director Land Forces and Air Defense, this leader will be responsible for executing concurrent planning for and coordination Raytheon Technologies Company (RTC) efforts for the Army and, in particular, the Fort Bliss customer, to grow the business pipeline. He/She will be responsible for Customer Focused Marketing (CFM) efforts and closure on more than annual bookings ranging from $500 million to over $2 Billion. In addition, the selected leader will participate on capture teams, providing support to the Program Area Director (PAD), Capture Leader and pursuit teams.
In addition to the Fort Bliss Growth Center responsibilities, this leader will also serve as the subject matter expert on Lower Tier Air and Missile Defense (LTAMD) requirements, capabilities and solutions. He/She will be accountable for ensuring the business growth and capture efforts aligns with the customer care abouts, utilizes Price-To-Win strategies, and align with the our internal gate process. This leader will lead the Raytheon Missile Defense strategy for LTAMD pipeline growth and provide expert support to pursuits around the world.
The Fort Bliss Site Executive will build collaborative relationships working across the enterprise as required to ensure we communicate integrated solutions for modernization while maximizing the benefit of Raytheon Technologies’ investment. This leader will interface directly with the customer community and serve as the voice of the customer internal to the Company management. He/she will be responsible for direct coordination with the all Raytheon Technologies businesses to present one face to the customer. This leader will be the subject matter expert for the Raytheon Missile Defense product line(s) to the customer and will serve as the leader for all actions, opportunities and customers stationed at Fort Bliss, TX which include: 32nd Army Air and Missile Defense Command, Army Modernization Command, White Sands Missile Range (WSMR), Army Test and Evaluation Command (ATEC), and any Army unit under test.
Primary Responsibilities:
- Develop, identify and assess new business opportunities needed to achieve annual revenue generation and growth objectives.
- Meet or exceed key revenue targets, and build relationships that enable marketing efforts that result in new business.
- Serve as the One RTC representative who coordinates information exchanges, meetings and engagements for all RTC businesses requiring direct contact with US Army organizations located at Fort Bliss, TX
- Serve as RMD RC customer account manager for the US Army’s senior Air Defense Headquarters, 32nd AAMDC. This 2 Star billet significantly influence Army IAMD priorities for the current and future force.
- Serve as RMD RC customer account manager for the US Army’s designated “test” unit for IAMD. This unit will be responsible for testing many of the Army’s new capabilities such as IBCS, LTAMDS, M-SHORAD, IFPC and others. Gain insights into IAMD modernization and help shape the requirements and capabilities.
- Serve as RMD RC customer account manager for the US Army’s Modernization Command. This modernization command is responsible for developing the requirements and capabilities of the US Army’s maneuver force.
- Serve as RMD RC customer account manager for White Sands Missile Range. Support RTC activities on the test range.
- Serve as RMD RC customer account manager for ATEC. Support RTC US Army test activities.
- Build improved customer intimacy understanding by understanding priorities, technical road map, and the competitive landscape.
- Work across all business areas and functions as needed to ensure affordable integrated solution.
- Support the planning, coordination, and execution of a prioritized strategy that focuses on closing pursuits that impact the current plan and Annual Operating Plan (AOP).
- As assigned, coordinate and manage New Business Initiatives (NBI), capture/gate activities, program performance reviews, and technical and customer briefings
- Provide thought leadership, innovation, and creativity in developing high quality solutions to meet customer objectives.
- Provide recommendations with regard to formulation, implementation and management of discretionary resources.
- Serve as a subject matter expert on winning new IAMD business and revolutionizing sustainment.
- Respond quickly and effectively to all customer requests for information and prioritize follow on level of effort.
- Participate in Program Management Reviews and other forums where the Company and the Customers interface to ensure identification of issues and priorities are vetted.
- Mentor the product line managers, capture managers, and other members of the RC cross-enterprise toward identifying and resolving issues affecting Company-Customer relationships and business execution.
- Manage special projects, trade show planning collaboration, contact plans, and interface with Communications on Market Messaging to achieve business area goals.
- Represent all elements of RTC and respond to the Fort Bliss based customer’s issues and questions.
- Participate in developing RTC strategies and budgeting of internal research & development investments.
- Participate and lead Capture Color Teams.
This position requires the hired candidate to hold an active U.S. Security Clearance on day one of employment. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
Basic Qualifications:
- 12 + years’ experience in government, defense, aerospace or related industry with extensive experience/expertise
- 5+ years of experience in Marketing, Requirements Development, Acquisition, Engineering or similar areas.
- Established relations with key leaders in the Fort Bliss, TX community.
- Experience with OSD and Department of the Army Policies and processes.
- Experience with US acquisition process both FMS and DCS.
- Secret Security Clearance
- Excellent written and verbal communication skills.
- Bachelor’s Degree in a related field

- Ability to communicate directly and effectively with key decision makers
- Management experience in Army requirements, resourcing and acquisitions processes.
- Technical and Operational Subject Matter Expert in AMD capabilities.
- Demonstrated understanding of the various Fort Bliss customers.
- Responds efficiently/effectively to time-critical requirements with superior results.
- Accomplished in the use of MS Word, Power Point, Excel and MS Project.
- Top Secret Security Clearance
- Master’s Degree or graduate level Professional Military Education equivalent
