REQUIREMENT OVERVIEW:

To provide training to US military, host nation forces and coalition Soldiers in order to prepare Soldiers, leaders and units execute unified land operations (ULO) in the U.S. Central Command (USCENTCOM) area of responsibility (AOR), support theater security cooperation training and exercises, and contingency training. Additionally, establish and facilitate the Live, Virtual, Constructive and Gaming training environment for the deployed Armored Brigade Combat Team (ABCT), the Security Force (SECFOR), the Combat Aviation Brigade (CAB) and other ARCENT controlled units.

WORK HOURS:

Work may include nights, holidays, and weekends on short notice. Standard hours will be a 48-hour work week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

WORK LOCATION:

Camp Buehring, Kuwait.

POSITION DESCRIPTION:

The ARTC Program Manager is the senior Raytheon Intelligence and Space (RI&S) representative in Kuwait for TSS, responsible for management of in-country performance requirements for the ARCENT Readiness Training Center (ARTC), Udairi Range Complex (URC) and Training Support Centers (TSCs) in Kuwait. The ARTC Program Manager shall be a former U.S. Army service Officer with extensive experience in the execution of Platoon/Company and Battalion level training and utilization of Training Aids, Devices, Simulations, and Simulator (TADSS) equipment. The ARTC Program Manager shall lead team, technical, and working group meetings as required; prepare and present briefings to the US Government as related to this effort; responsible for the supervision of the in-country Raytheon staff; recommends learning solutions, and oversees all administrative and functional responsibilities in Kuwait. Specific duties will include, but are not limited to the following:

SPECIFIC RESPONSIBILITIES:

  • Ensure RI&S and Subcontractor employees are properly supervised and supported and receive adequate Operational Support through the use of the program's functional staff.
  • Ensure Task Order compliance with all contractual requirements and deliverables in the form of reports, databases, and briefings.
  • Interface with G3 TREX forward, ASG Cdr and PEO STRI staff in Kuwait on contract issues related to planning, resourcing, and executing contract requirements, modifications and performance.
  • Adhere to all scheduled timelines, milestones, schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, and action team completion.
  • Manage and coordinate administrative actions of all Kuwait-based RI&S and Subcontractor personnel, to include hiring actions, leave (PTO), pay, performance evaluations, Visas, Licenses and certifications, Quality Control and the use of contractor furnished equipment.
  • Provide effective and responsive management of Subcontractors related to Customer/End User satisfaction and the professional and ethical behavior of all contract personnel.
  • Manage & coordinate program requests for resources and review of reoccurring cost and funding reports.
  • Ensure timely problem identification and development of corrective action plans impacting the contract performance.
  • REQUIRED SKILLS:
  • Ten (10) years of specialized experience in a military training environment.
  • Live, Virtual, Constructive and Gaming (LVC-G) experience to include training architecture, mission planning and execution, at battalion/brigade level.
  • Proven organizational and management skills. Proven computer skills, working knowledge of Microsoft Office Suite.
  • Proven problem solving skills and ability to timely implement new solutions.
  • Must be able to obtain an interim DoD Secret security clearance prior to start.
  • REQUIRED EDUCATION:
  • Bachelor's degree from accredited school & ten (10) years of related experience, OR eight (8) years related experience with Master's degree. Ten (10) years of additional equivalent work experience (20 total years) may be accepted in lieu of BA/BS education requirement.
  • Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
  • Must be able to obtain and maintain a U.S. SECRET Security Clearance
