The Global Training Solutions (GTS) Mission Area within Raytheon Intelligence and Space is seeking an experienced, Subcontracts Manager to lead our Supply Chain Acquisition team in Orlando, Florida. In this position, the Subcontracts Manager will manage 13 direct reports including a mix of Subcontract Managers, Subcontract Administrators and Procurement Specialists.

The candidate will be responsible for the overall management and execution of the subcontracts and procurement group in support of all programs in the Global Training Solutions Mission Area to include subcontract and procurement cost, schedule, quality and technical performance. Additional responsibilities include:

  • Develop and communicate global supply chain strategies with Senior Leadership at multiple Raytheon businesses
  • Direct supplier start up activities including supplier assessments, performance management, risk and opportunity management, technical requirements, prime contract flowdowns and compliance
  • Managing supplier program performance through life of program to cost, delivery/schedule, quality, technical/programmatic/contractual requirements and closeout
  • Conduct business and program reviews with relevant program stakeholders
  • Lead the development and compliance of subcontract management plans
  • Manage hiring, development of staff, and other direct report personnel matters
  • Prepare and issue Request for Proposals (RFP) in support of program requirements. Review and lead the evaluation of subcontractor proposals, source selection and negotiations, including fact finding, cost and pricing analysis and risk/opportunities management
  • Ensure strict adherence to subcontract compliance with public law and internal policy and procedures, understanding and applying, as appropriate, Federal Acquisition Regulations (FAR/DFAR), ITAR and import/export requirements
  • Support Capture Lead with collaborative agreements such as authoring teaming and other long term agreements
  • Ensure effective application of program management tools including Quality Data Input (QDI) and Risk/Opportunity Management
  • Develop supplier negotiation strategies and lead negotiations
  • Coordinating with Global Trade Compliance on ITAR and other Import/Export related topics

Required Skills:

  • 10+ years of relevant experience in managing U.S. Government, DoD Subcontracts
  • Demonstrated ability to administer and manage high dollar (>$100M), complex development, cost reimbursement (cost-plus) type contracts specifically: Cost Plus Award Fee, Cost Plus Incentive Fee and Cost Plus Fixed Fee type contracts
  • Excellent presentation, oral and written skills to include briefings to Executives and Senior customers
  • Excellent communication skills and leadership qualities
  • Ability to travel: domestic and international
  • Demonstrated experience with Price and Cost Analysis techniques and ability to build and maintain major subcontract procurement files that are fully compliant to FAR/DFAR, Public Law and ITAR requirements
  • Working knowledge of Government regulations (e.g. – FAR/DFAR, ITAR, EAR) and Public Laws
  • Demonstrated experience managing complex services programs
  • Ability to execute change management activities
  • Proficient with Microsoft Office programs (Excel, Projects, Word, Powerpoint)
  • Must be a U.S. Citizen.

Desired Skills:

  • Industry knowledge in the subcontract management of training services programs in support of the US Army and Allied forces both domestic and internationally
  • Strong negotiation, leadership and interpersonal team building skills
  • Working knowledge of SAP and Maximo
  • FMS Contract experience
  • Master in Business Administration or Supply Chain preferred
  • Certified Acquisition Specialist or equivalent Industry certification preferred (ISM, IACCM, NCMA, APICS)

Required Education:

  • Bachelor’s degree in Supply Chain, Business Administration or related field of study or equivalent combination of education and experience (Bachelor’s degree = 8 years of additional applicable experience).
