Washington Site Manager - Bring your talent and skills to the Space and C2 Systems. Our team is focused on providing Operations, Maintenance and Engineering (OM&E) support to our proprietary customer and their systems.

Job Description:

The successful candidate will serve as the Double Eagle II Program Site Manager (SM) for the Washington Site, with overall responsibility for a multi-contractor team of over 200 individuals providing highly specialized 24x7 operations and sustaining engineering support to a proprietary customer's missions. This position is the primary program point of contact to the Washington Site Commander, representing the program and site in various forums. This position also serves as the Program’s Engineering Senior Manager for the Washington Site, with direct responsibility for providing echelon 1 engineering support at the Washington Site and four remote sites, including two OCONUS locations. This position acts independently, guided company policies, objectives, and management tools.

This leadership position will report to the DE II Program Manager and work collaboratively with other Site, Operations, and Engineering managers. The position will have customer mission responsibilities overseeing the multi-contractor DE II Washington Site scope, functional responsibility for teammates, as well as Raytheon personnel management responsibilities.

The SM will be responsible for developing innovative approaches to efficiently and effectively execute and sustain mission operations and maintenance (O&M), while simultaneously managing and validating technical change to advance new mission capabilities. The SM is responsible for ensuring his/her Site is prepared to accept responsibilities for new capabilities to include training of new personnel, development of engineering, operations, and maintenance procedures, and creation of automation products to efficiently perform daily tasks. The SM will be responsible for managing special projects, engineering activities, and mission area risks and opportunities.

The SM may have program financial CLIN management responsibilities and be expected to both lead and support miscellaneous program taskers as well as ROM, ECP and white paper development efforts. The position will also have staffing and customer interface responsibility for the entire assigned engineering scope and be required to closely coordinate with counterpart managers at other DE II sites for assigned mission/projects that span multiple sites, in either a primary or backup responsibility role, as determined by program management.

The Washington Site lead will also be responsible for the staffing, training, and certification of all assigned engineers, as well as career development and retention for assigned Raytheon staff.

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Must possess a current DoD TS security clearance adjudicated for SCI.

Required Skills:

  • Experience leading cross-functional organizations, while sustaining a professional, technical staff adequate to accomplish defined and anticipated contractual tasks
  • Proven track record of establishing relationships, communicating effectively with senior leadership, customers, subcontractors, employees and other stakeholders
  • Experience working in a dynamic customer environment and proven customer intimacy skills
  • Experience supervising assigned Managers, to include training, performance reviews, and development/maintaining job descriptions
  • Preparing cost performance reports as required by contract deliverables. Managing Other Direct Costs to be compliant with contract
  • Must possess a current TS/SCI clearance with poly to start, and the ability to obtain access to specific special access program(s)

Current TS/SCI with Poly

Desired Skills:

  • Current or previous DE-II program experience, and/or relevant technical or leadership experience at an operations facility or development factory
  • Proven experience transitioning new systems into an operational environments
  • Experience staffing engineering teams
  • Demonstrated ability to manage budgets/cost performance
  • Risk management skills

Required Education (including Major):

Bachelors' degree with 10 years' of experience participating in design and development activities or equivalent years' of experience in lieu of a degree. Master' degree preferred.
