Raytheon Missile Defense (RMD) is seeking a Mission Area Program Area Operations Lead, in support of the Strategic Sensor Systems and Command & Control Solutions program areas of the Strategic Missile Defense Mission Area. Strategic Sensor Systems focuses on both current and future sensors that create a better picture across the missile defense system by detecting and discriminating enemy targets. These programs include the world’s best and most sophisticated radar sensor the AN/TPY-2, the Sea-Based X-Band Radar (SBX), S-Band Modular Radars, and Aegis Ashore Sensor growth. Command & Control Solutions is dedicated to command & control solutions such as C5I, AOC solutions and Solipsys. This position reports to the Strategic Missile Defense Mission Area Operations Director, and will have several direct reports for program operations management. The Program Area Operation Lead must ensure that functional operations expertise is utilized in an efficient and effective manner to meet both business and customer needs across all locations, ensuring the manufacturing integrity of all operations work.

This role is responsible for understanding and executing the Mission Area strategies and Annual Operating Plan (AOP) by ensuring the Operations organization delivers a quality product on time, at or below cost, while providing a safe work environment. This person will also be responsible to align the Mission Area Strategies with the Make Center Roadmaps and plans, ensure successful execution of all programs throughout their lifecycle, deploying process improvement initiatives and affordability projects. This person will be frequently interacting with program directors, engineering, business finance and accounting, quality, and supply chain to achieve the goals and objectives of the organization.

The Program Area Operations Manager will collaborate with other functional and product line management to develop strategies ensuring proper factory performance and performance to the estimate at completion (EAC) budget. Program duties also include the following: attending factory performance reviews, developing and reviewing estimates at completion; championing productivity initiatives, managing productivity metrics and nurturing improvements; ensuring employees within the organization are trained and able to execute assigned program responsibilities.

The Program Area Operations Lead is expected to:

  • Be functionally responsible for the Program Operations Managers for each program in the Mission Area to include support of goal setting, career counseling, compensation planning, and employee training and development; ensuring achievement of diversity within the organization.
  • Demonstrate that they are developing and supporting leaders across the Operations organization through cooperative, real time coaching. This includes the development of a deep talent pipeline in key skills areas that are aligned with current and future Business needs.
  • Ensure the organization meets all efficiency goals, demonstrating productivity and improvements through positive program EAC performance.
  • Demonstrate that they can collaborate with other discipline and functional leaders in a matrixed environment to deliver optimal business-level results.
  • Ensure that team leaders have awareness, ownership, and accountability for all Operations goals, and that the organization achieves these goals.
  • Demonstrate they can collaborate and built strong partnerships with Mission Area leadership, Program Area Directors, Program Directors and business VPs.
  • This position involves direct support of manufacturing activities and requires spending significant amounts of time in and around factory areas. The ideal candidate will possess the demonstrated skills and experience necessary to perform in technical, program and manufacturing leadership roles. The preferred candidate must be capable of working beyond the typical 40 hour work week, travel domestically and move between buildings and local facilities.

U.S. Citizenship is required as this position needs an active U.S. Security Clearance with the ability to obtain special access as of day one of employment.

Required Skills:

  • 12+ years of working experience in a high technology and/or military or defense manufacturing environment.
  • Prior experience in factory production operations and/or program management experience.
  • Prior leadership experience, ability to lead collaboratively with other leaders, building strong cross-functional teams with proven results while managing employee relation issues within varying levels of the Organization.
  • Experience managing cost and schedule performance for complex, high value programs.
  • US citizenship.

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens

Desired Skills:

  • Understanding of RMD product structures and product technical details preferably in radars and sensors.
  • Production and/or factory experience with large scale systems integration within multiple factories that have complex federal regulatory requirements.
  • The confidence and courage to effectively lead, present, debrief and participate in meetings and status sessions at the executive level even when having to provide bad news or when you disagree with other management and customers.
  • Demonstrated understanding of manufacturing tool sets in how they integrate for delivery of product through DD250.
  • Working knowledge of EVMS, IMS, & IMP tools for managing programs.
  • Ability to build relationships with Functional Managers, Program Managers and/or Directors in a cross-functional, matrixed environment to influence and negotiate desired outcomes in difficult situations both internally and externally.
  • Problem solving abilities that bridge production realities to financial commitments.
  • Experience in cross-functional management of quality, operations, engineering and / or supply chain.
  • Existing active DoD Secret or Top Secret clearance.

Required Education:

B.S. Degree is required, B.S. in Engineering/STEM, Manufacturing or Industrial Engineering preferred; Master’s Degree in Business or Engineering is preferred.
