John Holland manages the innovative Country Regional Network (CRN) which makes us the first accredited private rail transport operator of a government owned heavy rail network in NSW, and one of only three accredited managers of public rail infrastructure in the State. Your role will be to plan and manage the end to end commercial management with suppliers and subcontractors, assisting in the preparation of and negotiation with sub-contractors with regard to tenders, quotations, letting of contracts. You will provide contract administration services to assist the project’s control of costs, working effectively with internal and external stakeholders to deliver successful project commercial outcomes. 

You will be extensively involved in the draft and issuing of tender packages for supplies and subcontract works and services, conduct initial discussions clarify CRN position relating to contracts, subsequently managing and leading the tender evaluation process to ensure appropriate award of subcontracts to time and budget, minimising claims and managing through all stages to close out.

Key to being successful in the role is being able to assess commercial and contractual risks, interpreting specifications to understand scope of works both up and down stream, identify and implement appropriate controls and escalate actual or potential issues accordingly. 

You will be required to maintain a register of subcontractors, operate and maintain commercial and contract systems including Maximo, Project Costs Reporting (PCR), Asset Registers, Commercial Pack database and Contract Sum, ensuring cost forecasting and cost codes are accurately maintained advising of any costs issues immediately upon identification.

Familiarisation of the Building Code and head contract requirements (including WDIP targets) and its compliance will also fall under this role. All duties will be performed in accordance with John Holland Rail policies, processes, systems and procedure. 

To succeed in this role, it is expected you have a Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent and ideally post graduate qualifications e.g. graduate certificate, graduate diploma in Commerce, Accounting, Business, Construction, Property, Quantity Surveying, Law or other associated disciplines.

5 years + experience in contracts administration in associated relevant field i.e. Rail, Civil Engineering, Construction, Oil and gas with substantial exposure to negotiation of contractual terms, variations and progress claims is essential with demonstrated application of Corporate Limits of Liabilities and contractual and commercial systems, processes and procedures .
