Technician (Infrastructure) - 191010 Primary Location Belgium-Mons NATO Body Supreme Headquarters Allied Powers Europe Schedule Full-time Salary (Pay Basis) : 5,083.98 Euro (EUR) Monthly Grade B.6 Description : SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometers of land, more than three million square kilometers of sea, and a population of about 320 million people. POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Division: Base Support Group (BSG) Post Context/Post Summary SHAPE is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance. Management (MGT) Directorate’s primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQ’s conduit to member nations (through NMRs) and to host nation authorities. Base Support Group (BSG) is responsible to SACEUR through the SHAPE Chief of Staff and Deputy COS Management for ensuring an adequate infrastructure exists to support the operational requirements of all NATO and NATO related entities located within SHAPE, while also satisfying duty of care standards. The SHAPE Command Centre Branch (SCC) is responsible to COM BSG for the development and implementation of policies, plans, concepts, guidance, control, analysis and procedures related to engineering and maintenance functions and logistics support for the SCC and its management as ‘Facility Manager’. Principal Duties The incumbent's duties are: Support the SCC-Branch operations, projects and maintenance: In co-ordination with the Branch Chief, the Supervisor Tactical Operation, the Supervisor Technical Support and the Supervisor Technical Operation, support the day-to-day management, co-ordination and supervision of the operation, maintenance and associated contractor projects for all automated control systems for the utility and life support equipment in the SCC. Responsible for development, maintenance and management of the manual and the computerized control system for the Life Support System (SCADA) used by the Utility Control Center (UCC) and the Personnel Ingress Control Center (PICC). Write specifications, procedures, cost estimate, control execution and award acceptance documentation and procedures, logbooks of abnormalities and implements corrections. Responsible for and direct the LWR store keeper and LWR fire prevention assistant. Responsible for and direct and supervise the CAD Operators who monitor and update master drawing, incoming work request for various tasks and contracted work. Manage and develop forms and workflow internal / external of the branch. Responsible for the use, maintenance and repair of the CAD, CAM and ADP systems for the Branch facility and utilities, develop routines and procedures, analyses faults and deficiencies and implement economical remedy. Assist in training and guide the Branch personnel in the operation of the SCC facilities and all the automated regulation, monitoring, CCTV, surveillance and control systems. Assist in training for all military and civilian personnel in the Branch in the use of administrative tools, documentation and forms. Be available to represent the Branch at contractor's meetings when required. Be ready to act as project coordinator on key projects when required. Interface with French speaking contractors or personnel as requested. Be ready to co-ordinate/liaison between Branch staff and other clients/customers, contractors and Host Nation authorities in order to ensure required services and compliance with Host Nation/EU environmental and hygienic/health safety laws and regulations. Manage and perform quality inspections for compliance of contracts and fulfillment of respective laws, regulations and policies. Manage and conduct regular inspections of current projects to insure contractor compliance with plans and specifications. Develop contractual specification to be used by the Branch for budgetary input. Participate in various meetings and conferences as requested by the SCC-Branch Chief. Responsible for the creation and the update of the Branch Performance and Statistics database to be used by BSG. Responsible for the energy consumption in the SCC. Responsible for the medical standards and assist in the training of the staff in the SCC. Advise the Branch Head on the facility management systems of the SCC. Special Requirements and Additional Duties The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The work is normally performed in a secure office environment with artificial light and air (e.g. Bunker). Slightly Undesirable Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed. Essential Qualifications A. Professional/Experience Minimum 5 years’ experience in the operation and maintenance of industrial structure and associated electro/mechanical installations, including HV / LV / UPS power distributions, water treatment for industrial applications, as well as associated with civil engineering aspects. Have a minimum of 5 years’ experience in building design and construction, including the supervision of a team of technicians and contractors. Have 5 years’ experience in managing long term maintenance contracts of complex technical installations in large scale building. Experience in improving energy performance of buildings and good knowledge of technical safety requirements in building design and health and safety standards during construction works and daily operation especially in the electrical and mechanical engineering field. Previous experience with maintenance planning, budgeting, execution, real-estate management, acquisition and lease management. Have experience with the use of a facility management information systems, with the set-up of a computerised maintenance management program; and have a good knowledge of standard office applications (Word, Excel, MS Project, etc. ) and CAD. Have experience in directing the configuration and exploitation of an efficient integrated building management system, including the generation of management reports and of the maintenance of electronic security system. B. Education/Training Higher Secondary education in Electrical/Mechanical Engineering and completed higher vocational training leading to a formal technical or professional certification with 5 years post related experience, or Secondary education in Electrical/Mechanical Engineering and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related experience. C. Language English - SLP 3322 (Listening, Speaking, Reading and Writing) French - SLP 3322 (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Qualifications A. Professional Experience Experience in the project management of large investment/construction projects, either in the private or military sector. Project Management qualification (e.g. PRINCE 2, etc) Knowledge and experience in reviewing project/programme implementation results Experience in working in an international environment, comprising both military and civilian staff. B. Language English - SLP 3333 French - SLP 3333 Attributes/Competencies Personal Attributes Guidance. Standard administrative guidelines used by ACO/SHAPE apply; however, the work requires judgment and synthesis of information. Guidance will be available from supervisors/officers. Mature and tactful individual with the ability to express herself/himself clearly and persuasively, both orally and in writing. Thought and Judgment. The incumbent solves problems of a similar nature. May involve new issues requiring a solution by means of discriminating choice of courses of action and by interpreting policy and/or directives. Training. Attends, as directed, additional training courses relevant to the above-mentioned duties. Temporary Duty (TDY). A variety of users of the SCC. Contribution To Objectives The work consists of day-to-day management of technical installation to ensure maximum efficiency of the equipment, maximum client satisfaction and cost reduction. This post reports to OSC ZSWG 0010 - Branch Head and Facility Manager. There are first line reporting responsibilities for the following numbers of staff: 1× OR-4.
