Job Description

The Integrated Applications Center (IAC) at NREL is seeking an experienced Project Manager (i.e., engineering projects, not IT). This position will provide on-site technical support on electricity and energy resilience to the US Army Office of Energy Initiatives (OEI), which serves as the central management office to identify, fund, build, and operate resilient energy capabilities. This mid-level position will focus on assisting military decision-makers by analyzing resilient energy project technologies and determining viable economic conditions, procurement strategies, and project financing pathways. 

The right candidate for this position will be astute, intuitive, and discerning in their ability to work with a large team made up of Federal, contractor and U.S. Department of Energy national laboratory staff who represent a wide range of expertise. The work at times will require quick thinking and agility in moving between tasks, as well as short turnaround times on deliverables. The successful candidate will demonstrate the ability to combine strategic planning, technological, and economic perspectives with excellent work habits, communication skills, and analysis capabilities. This position will also apply an understanding of energy project development fundamentals (e.g., appropriate size of energy generation, energy conservation measures (ECM)), energy technologies (storage, PV, CHP, microturbines, ECM), and federal project financing mechanisms (UESC, ESPC, EUL) to support Army operations. This position will be located primarily at the Army OEI offices in Arlington, VA. 


Basic Qualifications

PhD and 7 years of experience in a related field.

Bachelor's Degree and 9 years experience in related field.


Additional Qualifications

The successful candidate will provide expertise and support to the following functions:

  • Support strategy development, project assessment, project development, and project financing for resilient energy projects and programs for the Army.
  • Help identify and refine objectives, initiatives, and approaches required to meet Army’s mission and vision.
  • Implement project elements and activities required to meet objectives and execute initiatives.
  • Provide technical and analytical input on key energy policy and guideline documents
  • Provide high-level business and planning guidance to assist in the development of a comprehensive and resilient energy portfolio
  • Lead projects of varying levels of complexity.
  • Collaborate in the development and implementation of methods for analyzing and managing projects.
  • Participate in task and project scope negotiations and project execution.
  • Provide subject matter briefings and presentations to support the resilient energy mission
  • In addition to providing onsite technical expertise on various topics, also act as a liaison between OEI leadership, other consultants, and NREL energy resilience experts based off-site (Golden, CO) to ensure that all elements of laboratory work are aligned with the strategic direction of OEI.
  • Provide background on cutting edge technology for the Army to consider in its resilient energy plans
  • Bring attention to new NREL studies and tools that could inform OEI resiliency projects
  • Importantly, this is NOT an IT position.

This position will require expertise and support in the following areas:

  • Experience in planning for energy resilience at federal sites and surrounding communities

Required Knowledge, Skills and Attributes

A superb set of soft skills is required for success, including exceptional listening abilities, relationship-building and interpersonal expertise, excellent writing and oral communication skills, conflict resolution experience, and teaming skills.

Advanced understanding and application of project management principles, practices, and standards.

Demonstrates broad understanding and wide application of engineering, project development, and financial procedures and principles. 

Knowledge of financing instruments commonly used in clean energy financing, including performance contracting, leases, and power purchase agreements.

Proven leadership in one or more areas of team, task, or project lead responsibilities with a demonstrated experience in management of complicated or large projects.

Additional Required Knowledge, Skills and Attributes 

Experience with federal energy efficiency and renewable energy programs, especially DoD programs. U.S. Army knowledge is a plus. Experience in energy project/financial analysis and assessments. Proven client relations skills. PMP certification is a plus.

Preferred Qualifications

MBA with BS in electrical, mechanical, chemical, or civil engineering; 7 or more years experience in renewable energy or energy efficiency project development. Experience with DoD and other federal agencies preferred.
