ORGANISATIONAL CONTEXT :

Under the direct supervision of the Head of TEC, the Digital and Data services Lead will be responsible for coordinating the development, deployment and implementation of innovative digital solutions (both existing and new) that can support WFP’s operations in Haiti. Some of these digital solutions are provided as Digital Assistance Services (DAS) that are focused particularly on beneficiary services, Cash Based Transfers (CBT) and other directly related activities and capabilities, namely SCOPE.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

How can you make a difference? 

Under the responsibility of the Head of TEC, you will partner with the business to understand their needs and requirements to enable the transformation into digital solutions. You will provide standardized documentation as required, including documentation for day-to-day activities, new projects and ongoing implementations.

  1. Have overall responsibility for the technical element of DAS programmes, including planning and design activities for technical capability deployment, implementation, management of technical operations and engagement with key business stakeholders.
  2. Ensure the Country Office has the right tools and capabilities to undertake activities around data, including collection, cleansing and analytics. This should be achieved through engagement with the business as well as leveraging FTS. The Lead should be the focal point for data related projects supported by Regional and Global teams.
  3. Engage with the business counterparts to understand their needs and translate into clear requirements that can be met through innovative digital solutions.
  4. Provide strategic and operational oversight for digital solutions (including data and monitoring solutions) within the operation.
  5. Collaborate with Programme and other key stakeholders on the development and maintenance of a CO strategy and roadmap for relevant implementations of digital solutions.
  6. Ensure that all activities comply to WFP standards and existing policies.
  7. Liaise with external stakeholders, providers, suppliers for IT activities, budgets, and costs.
  8. In collaboration with Regional Social Safety Net Officer/relevant colleagues provide advice related to social protection and safety net infrastructure for governments as it relates to capacity strengthening.
  9. Support CO engagement with other UN agencies and with NGOs interested in benefitting from WFP’s digital assistance services through assessments, intervention design, project support and service delivery coordination.
  10. Undertake analysis for the business case for commercial service providers to expand the provision of services to WFP recipients across the country, in collaboration with key team members.
  11. Engage with key stakeholders to support the assessment and planning of Country Office DAS strategies, aligning to Regional and Global strategies.
  12. Any other IT task that may be needed to support the Haiti office.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Education:

University degree in Computer Sciences, Engineering, Mathematics/Physics, or related fields.

Experience:

  • At least 5 years of relevant experience in providing digital services.
  • Good general IT skills and a deep understanding of IT Security.
  • Experience in DAS, CBT, SCOPE and similar digital projects.
  • Experience in IT Operations environments, preferably in large international humanitarian organizations.
  • Experience of IT automation platforms and tools is desirable.

Knowledge & Skills:

  • Good interpersonal skills.
  • Experience working in a team-oriented, collaborative environment, and good customer service orientation.
  • Familiarity with WFP IT standards and policies would be an asset.
  • Some field experience in hardship duty stations would be an asset.
  • Project management and coordination.
  • Solid understanding of modern coding languages (Python) and cloud based services (AWS).
  • Willingness to learn and develop skills in new technologies and methodologies.
  • Able to work under pressure, encouraging the rest of the team to do the same.

Languages:

Fluency (level C) in both oral and written communication in French and English.
